ارزیابی طرح مدیریت ناحیه‌محوری مبتنی بر معیارهای شهرداری الکترونیک با مدل ویکور (مطالعۀ موردی: منطقۀ 6 و 15 شهرداری تهران)

در سال‌های اخیر، شهرداری تهران به تهیه و اجرای طرح‌هایی در ابعاد محله و ناحیه پرداخته است تا امکانات شهری راحت‌تر در اختیار شهروندان قرار بگیرد. یکی از مهم‌ترین این طرح‌ها، طرح مدیریت ناحیه‌محوری شهرداری تهران است. زمانی که این طرح اجرا شد (1387)، استقرار شهرداری الکترونیک از اهداف آن بود. درواقع ناحیه‌محوری مهم‌ترین طرح مدیریت پایین به بالا، تمرکززدا و مشارکتی است که برای رفع نابسامانی‌ها و مشکلات توسعه اجتماعی و فضایی شهر تهران طرح‌ریزی شد. هدف مقاله کاربردی حاضر ارزیابی طرح مدیریت ناحیه‌محوری مبتنی بر معیارهای شهرداری الکترونیک با مدل ویکور است. در تجزیه و تحلیل داده‌های پژوهش به‌منظور شناسایی شاخص‌های مهم از روش دلفی فازی و نظر خبرگان استفاده شد. سپس بررسی شاخص‌های پژوهش از نظر اهمیت و تاثیر، به‌کمک تحلیل مسیر و تحلیل عاملی تاییدی و معادلات ساختاری صورت گرفت و مدل مفهومی این مقاله ارائه شد. با استفاده از مدل ویکور، نواحی شهرداری مناطق 6 و 15 از نظر شاخص‌های پژوهش رتبه‌بندی و مقایسه شدند. تجزیه و تحلیل داده‌ها در نرم‌افزارهای آماری spss، spls و ترسیم نقشه‌ها در نرم‌افزار arcmap صورت گرفت. نتایج تحلیل براساس مدل ویکور نشان می‌دهد وضعیت نواحی منطقه 6 از منطقه 15 بهتر است و بالاترین رتبه‌ها برای نواحی 1 و 5 شهرداری منطقه 6 با امتیاز q 0.957 و 1000 است. همچنین با استفاده از spls در این پژوهش، برازش مناسب مدل‌های اندازه‌گیری در سطح نمونه مورد مطالعه تایید شد؛ بنابراین پیشنهاد می‌شود به‌منظور ارتقای یکسان همه ابعاد (منابع انسانی، اقتصادی، جغرافیایی و...) مدیریت همه‌جانبه شهرداری ناحیه عملی شود که تحقق این مهم مستلزم تعاملات دائمی، کارآمد و مستمر با نهادهای بالادستی و پایین‌دستی است.

Evaluating the Areabased Management Plan Based on the Criteria of Electronic Municipality With Vikor Model: A Case Study of Districts 6 and 15 of Tehran Municipality

In recent years, the municipality of Tehran has been preparing and implementing projects in the dimensions of the neighborhood and the district in order to be able to provide urban facilities easier for citizens, one of the most important of these projects is the areabased plan in the municipality of Tehran. When the plan was implemented in 2008, it was intended to establish an electronic municipality. The areabased plan is considered as the most important area of lowlevel management, focus and participation, which was designed to overcome the disadvantages and problems of the social and spatial development of Tehran. the purpose of this paper is to evaluate the areabased plan based on the criteria of the electronic municipality. Using viktor model, regions 6 and 15 were ranked and compared in terms of indicators. The highest ratings for District 1 and District 5 of the Municipality of Area 6 with a score of Q0.957 and 1,000. Using the SPLS in this study, the appropriate fitting of the measurement models was confirmed at the sample level, so it is suggested to improve all aspects alike (human resources, economics, geography, culture, etc.), the proper management of the municipality of the area This realization requires constant, efficient and continuous interaction with the upstream institutions (district and center) and downstream (community and neighborhood management) to remove administrative, financial and administrative barriers, problems and limitations.
