ارزیابی رابطه بین برون ‌سپاری فناوری اطلاعات با خط‌ مشی ‌گذاری استراتژیک (مورد مطالعه: دانشگاه آزاد اسلامی)

زمینه و هدف: این پژوهش با هدف ارزیابی رابطه بین برون‌سپاری فناوری اطلاعات با خط‌مشی‌گذاری استراتژیک در دانشگاه آزاد اسلامی به انجام رسیده است.روش پژوهش: روش پژوهش برحسب هدف، بنیادی - کاربردی برحسب نوع داده، آمیخته (کیفی - کمی) از نوع اکتشافی؛ برحسب زمان گردآوری داده، مقطعی و برحسب روش گردآوری داده‌ها و یا ماهیت و روش پژوهش، پیمایشی است. جامعه آماری بخش کیفی پژوهش شامل اساتید، مدیران و  کارشناسان ارشد حوزه فناوری اطلاعات و همچنین اساتید، مدیران و کارشناسان ارشد حوزه سرمایه‌گذاری و توسعه دانشگاه آزاد اسلامی است. برای تعیین نمونه‌های این پژوهش و تعیین این گروه از خبرگان از روش نمونه گیری غیرتصادفی هدفمند به تعداد 16 نفر استفاده شده است. گروه دوم از جامعۀ آماری این پژوهش، شامل کلیه کارکنان، مدیران و کارشناسان ارشد حوزه فناوری اطلاعات و معاونت توسعه و سرمایه‌گذاری دانشگاه‌های آزاد اسلامی شهر تهران به تعداد 156 نفر است که به روش سرشماری همه اعضاء جامعه آماری موردمطالعه قرار گرفتند. برای گردآوری داده‌ها از ابزارهای مصاحبه ساختاریافته و پرسش‌نامه محقق ساخته استفاده شده است. پایایی پرسش‌نامه بر اساس ضریب آلفای کرونباخ 0/733 محاسبه گردید.نتایج: در بخش کیفی تجزیه‌وتحلیل و تدوین خط‌مشی، اجرای خط‌ مشی‌ گذاری استراتژیک  و ارزیابی خط‌مشی استراتژیک  به‌عنوان ابعاد خط‌مشی‌گذاری استراتژیک  و عملکرد سیستم فناوری، ارائه خدمات پشتیبانی سیستمی فناوری اطلاعات سبز، شکاف کاربردی فناوری اطلاعات، اهمیت استراتژیک، ویژگی‌های سازمان و پروژه و ویژگی‌های تامین‌کنندگان و پروژه به‌عنوان ابعاد برون‌سپاری فناوری اطلاعات شناسایی شدند. یافته‌های پژوهش در بخش کمی نیز نشان دادبین برون‌سپاری فناوری اطلاعات با عملکرد سیستم فناوری اطلاعات، ارائه خدمات پشتیبانی سیستم، فناوری اطلاعات، شکاف کاربردی فناوری اطلاعات، اهمیت استراتژیک، ویژگی‌های سازمان و پروژه و ویژگی‌های تامین‌کنندگان و پروژه رابطه مثبت و معنی‌دار وجود دارد.نتیجه‌گیری: باتوجه‌به نتایج این پژوهش می‌توان گفت برون‌سپاری فناوری اطلاعات می‌تواند باعث اثربخشی سازمانی، ارائه خدمات بهتر و کاهش هزینه‌ها شود.

valuating the relationship between it outsourcing and strategic planning (case of study: islamic azad university)

purpose: this research has been done to investigate relationships in information technology outsourcing in strategic policy with an interactive approach at islamic azad university.methodology: the present research is in terms of the library-field environment, in terms of practical purpose, in terms of the time of cross-sectional data collection, in terms of the descriptive-survey research implementation method, and is correlational and causal. the statistical community of the research in the qualitative part includes 16 professors, managers, and senior experts in the field of information technology as well as professors, managers, and senior experts in the field of investment and development of islamic azad university and the quantitative part it includes all employees, managers and senior experts in the field of information technology and the vice president of development and investment of the islamic azad university of tehran was 260 people, which was calculated based on the cochran formula, the sample size was 155 people. a simple random method was used to select the samples. structured interview tools and a researcher-made questionnaire were used to collect data. the reliability of the questionnaire was calculated based on cronbach’s alpha coefficient of 0.733.findings: the research findings showed that there is a positive and meaningful relationship between it system performance, system support services, information technology, information technology application gap, strategic importance, organization and project characteristics, and supplier and project characteristics. conclusion: according to the results of this study, it can be said that it outsourcing can increase organizational effectiveness, provide better services and reduce costs.
