نظارت اجتماعی در نهج‌البلاغه: مبانی، مصادیق

نظارت اجتماعی یکی از مهم‌ترین ابزارهای پیشگیری، کاهش و مقابله با جرایم و انحرافات اجتماعی و بلکه یکی از کارآمدترین اهرم‌ها در کنار کاربست درست فرایند جامعه‌پذیری، برای تحقق و تداوم جامعه مطلوب است. اندیشمندان علوم اجتماعی با تبیین مفهوم نظارت اجتماعی و چگونگی عملکرد آن در جامعه، دیدگاه‌ها و راه‌کارهای ارزشمندی را ارائه کرده‌اند. در این میان، ادیان الهی به‌ویژه مکتب اسلام آموزه‌های صریح و روشنی را در خصوص نظارت و مصادیق آن دارد. نهج‌البلاغه‌ پس‌ از قرآن‌ کریم‌، یکی‌ از ارزشمندترین‌ میراث‌ علمی و فرهنگی‌ تشیع است‌ که دارای گزاره‌های روشنی در این زمینه است. تحقیق حاضر به‌دنبال تبیین چیستی و معرفی مبانی نظری و مصادیق نظارت اجتماعی از دیدگاه امام علی× در کتاب نهج‌البلاغه است. گزاره‌های این کتاب، نظام ارزشی، سیستم نظارت و کنترل فراگیر و جامعی را مطرح می‌کند که در آن، کارگزاران و مدیران جامعه و کسانی که عهده‌دار بیت‌المال‌اند و بلکه عموم افراد جامعه، مسئول و پاسخگو هستند. این پژوهش به روش توصیفی تحلیلی و بر مبنای تجزیه و تحلیل داده‌های انتخاب‌شده از متن کتاب، این مهم را بررسی کرده است. یافته‌‌های تحقیق حاکی از توجه به نظارت خداوند و ماموران او از سویی، و ضرورت به‌کارگیری نیروها و در پیش‌گرفتن سازوکارهایی برای نظارت بر عملکرد کارگزاران و کسانی است که بر بیت‌المال دسترسی دارند و یا در ارتباط با مردم قرار می‌گیرند.

Social Control in Nahj alBalaghah: Basics and Examples

Social control is one of the most important tools for preventing, reducing, and combating social crimes and deviations, but also one of the most effective levers, along with the proper use of the socialization process, for the realization and continuity of the ideal society. Thinkers of social sciences have provided valuable insights and solutions by explaining the concept of social control and how it works in society. In the meantime, the divine religions, especially the school of Islam, have explicit and clear teachings about control and its examples. Nahj alBalaghah, after the Holy Quran, is one of the most valuable scientific and cultural heritage of Shiism, which has clear propositions in this regard. The present study seeks to explain and introduce the theoretical foundations and examples of social control from the perspective of Imam Ali in Nahj alBalaghah. The propositions of this book present a value system, a system of comprehensive supervision and control in which the executives and managers of the community and those who are in charge of the treasury, but also the general public, are responsible and accountable. This study has examined this issue in a descriptiveanalytical method and based on the analysis of selected data from the text of the book. The findings of the study indicate the attention of God and His agents, as well as the need to use forces and adopt mechanisms to monitor the performance of executives and those who have access to the treasury or are in contact with the people.
