از ایدئولوژی تا الگوهای سیاست‌گذاری در نظام فرهنگی غرب (بررسی خاستگاه نظریه‌های سیاستی در تدوین سیاست‌های فرهنگی)

یکی از موثرترین برنامه‌های فرهنگی کشورها، «سیاست‌ها، طرح‌ها و برنامه‌های» فرهنگی است که در قالب برنامه‌های دولت، تدوین و اجرا می‌شوند. محور برنامه‌های فرهنگی «سیاست‌های فرهنگی» است. زیرساخت تنظیم سیاست‌های فرهنگی، نظریه سیاستی است. نظریه سیاستی نظریه‌ای کاربردی است که می‌تواند چارچوب عمل دولتی و مداخله حکومتی را بر مبنای ارزش‌های هر جامعه تصویر کند. در این مقاله با استفاده از روش پژوهش کیفی «تحلیل مضمون» و در جستجوی سازوکار شکل‌گیری نظریه‌های سیاستی فرهنگی به واکاوی خاستگاه آن در ادبیات سیاست‌گذاری فرهنگی و نظریه‌های فرهنگی می‌پردازیم تا ضمن نشان دادن دلایل شکل‌گیری سیاست‌های فرهنگی، بستر نقد ادبیات رقیب نیز فراهم گردد و زمینه‌ای برای طراحی نظریه‌های سیاستی فرهنگی در الگوی اسلامی ایرانی پیشرفت آماده شود تا در این مسیر از نظریه‌های فرهنگی وارداتی استفاده نکنیم

From Ideology to Policymaking Patterns in the Western Cultural System(An Examination of the origins of political theories in formulating cultural policies)

One of the most effective cultural programs in countries are the cultural "policies, plans and programs" that are formulated and implemented in the form of government programs. The focus of cultural programs is "cultural policies". The basis for adjustment of cultural policies is political theory. Political theory is an applied theory that can illustrate the framework of government action and government intervention based on the values of each society. In this paper, through using qualitative content analysis method, in search of the mechanism for the formation of cultural political theories, we investigate its origins in cultural policymaking literature and cultural theories in order to provide the context for critique of the rival literature, while providing reasons for the formation of cultural policies. Therefore, the context for the design of cultural policy theories in the IslamicIranian model of progress can be prepared so that we do not use imported cultural theories along the way
