مروری بر مناصب و مقامات محلی در اداره امور ایالت کرمان از دوره ناصری تا انقلاب مشروطه با تکیه‌بر منصب کلانتر

از ابتدای قاجار تا اواسط دوره حکومت ناصرالدین‌شاه، مامورین نظم و امنیت با یک الگوی ساده و با برداشت از صفویان، در تمام ادوار تقریباً کار یکسانی به عهده داشتند. یکی از مسائلی که وضعیت امنیت را در این دوره با مشکل اساسی مواجه می‌کرد، فقدان قانون در ساختار حکومت بود. برای رفع این کاستی حکومت بر تقویت مناصب امنیتی و انتظامی تاکید داشت. در ایالت کرمان چون تامین امنیت و ثبات همیشه به‌عنوان مسئله‌ای بحرانی نگریسته می‌شد، توجه به تقویت این وظایف در دستور کار قرار می‌گرفت. یکی از راه‌های تامین امنیت از نگاه حاکمان این دوره، مجازات شدید اشرار و برهم زنندگان امنیت بود؛ اما تحقق این مهم حتی با مجازات سنگین هم دست‌یافتنی نبود. در این مقاله به این سوال پاسخ داده خواهد شد که سازوکار برقراری امنیت در ایالت کرمان در دوره موردبحث با محوریت کلانتر، چگونه اجرا می‌شد و این منصب با حکام و دیگر مقامات انتظامی شهر چه ارتباطی داشت؟ این مقاله با روش توصیفی- تحلیلی به بررسی موضوع پرداخته و نشان داده که رابطه کلانتر با حاکم بسته به قدرت حاکم و نفوذ کلانتر متغیر بوده است. یافته‌های پژوهش نشان می‌دهد که کلانتر از جایگاه مهمی در میان مردم و حاکمیت برخوردار بوده و در صورت ناتوانی از انجام وظایف و یا دشمنی حاکمیت با او، جان و مالش در معرض نابودی قرار داشته است.

a review of local positions and authorities in the administration of kerman province from the nasseri period to the constitutional revolution, focusing on the position of sheriff

from the beginning of the qajar period to the middle of the nasser al-din shah’s rule, the order and security officers, with a simple model and inspired by the safavi, were responsible for almost the same work in all periods. one of the issues that posed a fundamental problem for the security situation during this period was the lack of law in the government structure. to address this shortcoming, the government emphasized strengthening security and law enforcement positions. in kerman province, since ensuring security and stability was always viewed as a critical issue, attention was paid to strengthening these duties. one of the ways to ensure security from the perspective of the rulers of this period was to severely punish criminals and those who disturbed security; but this goal could not be achieved even with heavy punishment. this article will answer the question of how the security mechanism in kerman province was implemented during the period under discussion, centered on the sheriff, and what was the relationship between this position and the governors and other police officials of the city? this article uses a descriptive-analytical method to examine the issue and shows that the relationship between the sheriff and the ruler varied depending on the ruler’s power and the sheriff’s influence. the research findings show that the sheriff had an important position among the people and the government, and if he was unable to perform his duties or the government was hostile to him, his life and property were at risk of destruction.
