معرفی و بررسی رسائل نظامی و انتظامی الکساندر بهلر

در دوره حکومت ناصرالدین‌شاه قاجار (1264-1313 ق) هم‌زمان با گشایش مدرسه دارالفنون، شمار زیادی از مستشاران نظامی اروپایی به ایران آمدند و در کنار فعالیت‌های نظامی، به تدریس در دارالفنون مشغول شدند. حضور پررنگ نظامیان غربی در ایران و علاقه وافر دولتمردان ایرانی به انجام اصلاحات ساختاری و پیاده‌سازی تفکرات نوین غربی در جامعه سنتی قاجار موجب شد تا حکومت ایران به فکر بهره‌گیری از ظرفیت‌ها و توانمندی‌های آنان و تغییر در ساختار نظامی و امنیتی کشور بیفتد؛ ازاین‌رو نگارش و یا ترجمه کتاب‌های نظامی جدید در دستور کار حکومت قرار گرفت. الکساندر بهلر، معلم فرانسوی هندسه و مشق نظام، یکی از افراد کوشا در این زمینه بود و آثار زیادی در زمینه‌های نظامی و انتظامی به نگارش درآورد که هیچ‌کدام تا به امروز تصحیح و منتشر نشده‌اند. مقاله حاضر می‌کوشد تا با به‌کارگیری روش توصیفی-تحلیلی به دنبال پاسخ‌گویی به این سوال باشد که رسائل نظامی الکساندر بهلر از نظر شکلی و محتوایی در چه وضعیتی بوده و ناظر به کدامین حوزه‌های نظامی، انتظامی و امنیتی هستند. یافته‌های پژوهش نشان از آن دارد که وی در آثار خود با تکیه‌بر حمایت‌های شاه و دولت‌مردان ایرانی و بهره‌گیری از دانش نظامی و فنی خویش، انجام اصلاحات ساختاری در حوزه‌های مختلف نظامی و انتظامی همچون: آموزش سربازان، روش‌های تهاجمی نوین، تقویت ساختار تدافعی و تامین امنیت شهری را موردتوجه قرار داده است.

the primer of alexander behler’s military and law enforcement letters

during the reign of naser al-din shah qajar (1313-1264 ah) simultaneously with the opening of dar al-funun school, a large number of european military advisers came to iran and, along with military activities, they were engaged in teaching at dar al-funun school. the strong presence of western soldiers in iran and the great interest of iranian statesmen in carrying out structural reforms and implementing modern western ideas in the traditional qajar society caused the iranian government to think of taking advantage of their capacities and capabilities and changing the military and security structure of the country. therefore, writing or translating new military books was put on the agenda of the government. alexandre behler, a french teacher of geometry and military exercises, was one of the diligent people in this field and wrote many works in military and policing fields, none of which have been corrected or published until today. the present article tries to find an answer to the question of the form and content of alexander behler’s military letters in terms of form and content, and to which military, law enforcement and security fields they refer to, by applying the descriptive-analytical method. the findings of the research show that in his works, relying on the support of the shah and iranian statesmen and using his military and technical knowledge, he carried out structural reforms in various military and law enforcement fields such as: training soldiers, new offensive methods, strengthening the defensive structure and providing it has paid attention to urban security.
