تاسیس نیروی دریایی نادرشاه افشار در خلیج‌فارس و رویکردهای آن

تامین امنیت برای حکومت‌ها امری ضروری و بدون آن امکان هرگونه فعالیتی غیرممکن است. این مهم در طول تاریخ مراحل مختلفی را با توجه به شرایط و مقتضیات طی کرده است. در پنج سده اخیر با آغاز عصر جدید، امنیت دریایی و حضور در آن، نقش بارزی در معادلات منطقه‌ای و جهانی ایفا نموده است. در قرن هجدهم پس از دو قرن تلاش اروپاییان، نیرو و ناوگان دریایی مهم‌ترین نقش را در تامین امنیت حکومت‌ها در سطوح بین‌المللی بازی می‌کرد که این امر مقارن با انقراض حکومت صفویه و تشکیل حکومت نادری گردید. صفویان چندان به دریا و نیروی دریایی توجهی نکردند، اما جانشینان آنها ازجمله نادر علی‌رغم مسائل و مشکلات عدیده، توجه و علاقه خاصی به تاسیس ناوگان دریایی به‌خصوص در خلیج‌فارس که محل تردد و حضور نیرو و کشتی‌های اروپایی بود، نشان دادند. این اقدام نادر در بادی امر با توجه به فقدان هرگونه نیروی دریایی ایران و مقتضیات آن در خلیج‌فارس و دریای عمان حیرت‌آور بود. حال مسئله این است که چرا نادر به نیروی دریایی این‌همه علاقه و توجه نشان داد؟ آیا او درصدد ایجاد امنیت دریایی و سواحل بود یا اهداف بلندتری ازجمله مقابله جویی با ناوگان دریایی سایر کشورها ازجمله ممالک اروپایی در سطح منطقه‌ای یا بین‌المللی را داشت؟ نیک پیداست که روش تحقیق بر پایه گردآوری داده‌ها به‌صورت توصیفی و بررسی ون قد آن داده‌ها با رویکردی تحلیلی در راستای تبیین مسئله خواهد بود. بررسی‌ها حاکی از آن است که آن‌همه تلاش نادر تنها به‌خاطر تامین امنیت ساحلی یا مقابله با چند شورش محلی نبود بلکه چشم‌انداز وسیع‌تری را در سطوح منطقه‌ای و بین‌المللی تعقیب می‌کرد.

providing security for governments is essential and without it any activity is impossible. this matter has gone through different stages throughout history according to the conditions and requirements. in the last five centuries, with the beginning of the new era, maritime security and its presence have played a prominent role in regional and global equations. in the 18th century, after two centuries of efforts by the europeans, the force and navy played the most important role in providing the security of governments at the international level, which coincided with the extinction of the safavid government and the formation of the nadir government. the safavids did not pay much attention to the sea and the navy, but their successors, including nader, showed special attention and interest in the establishment of a naval fleet, especially in the persian gulf, which was the location of european forces and ships, in spite of many problems and problems. this rare action was surprising considering the lack of any iranian navy and its requirements in the persian gulf and oman sea. now the problem is why nader showed so much interest and attention to the navy? was he trying to establish maritime and coastal security or did he have higher goals, such as confronting the naval fleet of other countries, including european countries, at the regional or international level? investigations indicate that all that rare effort was not only for providing coastal security or dealing with a few local rebellions, but was pursuing a broader perspective at the regional and international levels. it is clear that the research method will be based on descriptive data collection and analysis and criticism of those data with an analytical approach in order to explain the problem.
