پیامدهای امنیتی و انتظامی حضور قوای روس در قزوین طی جنگ جهانی اول

شهر قزوین به دلیل قرارگرفتن در مسیر راه‌های اصلی غرب و شمال کشور و نیز قرارگرفتن بر سر راه روسیه از بعد داخلی و خارجی حائز اهمیت بسیار بود. برخورداری از موقعیت ممتاز ارتباطی و تامین غله موردنیاز نیروهای روسیه از طریق قزوین سبب شد تا با شروع جنگ جهانی اول، متفقین قزوین را پایگاه نیروهای خود قرار دهند. ازاین‌رو، در دوران جنگ جهانی اول به دلیل حضور قوای روس در قزوین، خسارت زیادی بر زیرساخت های کشاورزی و جمعیتی شهر به‌وجود آمد و همین موضوع سبب از بین رفتن امنیت و نظم شد. پژوهش حاضر به روش توصیفی - تحلیلی با تکیه ‌بر منابع موثق درصدد پاسخ به این سوال است که حضور قوای روس، چگونه به ناامنی و بی نظمی در شهر دامن زد و پیامدهای امنیتی و انتظامی حضور قوای روس در قزوین چه بود؟ هدف پژوهش حاضر آن است که نشان دهد پیامدهای امنیتی و انتظامی ایجاد شده توسط روس‌ها چه میزان بر زندگی مردم تاثیرگذار بوده است. یافته های پژوهش نشان می‌دهد حضور روس‌ها در قزوین، منجر به افزایش دزدی، ضرب و شتم اهالی، قتل، اشغال ادارات و اماکن دولتی، تخریب مزارع و باغ ها و در نتیجه فرار روستاییان شد و عامل مهم در خسارات روس‌ها، ناکارآمدی و عدم تقابل دولت در برابر روس‌ها بود.

the city of qazvin was very important due to its location on the main roads of the west and north of the country, as well as its location on the road to russia, both internally and externally. having a privileged communication position and providing grain needed by the russian forces through qazvin caused the allies to make qazvin the base of their forces at the start of the first world war. therefore, the most important issue during the war was the damage to the agricultural and population infrastructure and the loss of security and order in the city and villages of qazvin. present research tries to descriptive and analytical method by relying on reliable sources answer this questions that how the presence of russian forces fueled insecurity and disorder in the city? what were the security and law enforcement consequences of the presence of russian forces in qazvin? present research aims to show how much the security and law enforcement consequences created by the russians affected people’s lives. information.findings of present research show that the presence of russians in qazvin led to an increase in theft, beating of residents, murder, occupation of government offices and places, destruction of farms and gardens, and as a result, the escape of villagers, and the important factor in the losses of russians is inefficiency and lack of opposition of the government against the russians.
