زمینه‌ها و روند تاسیس دفتر ویژه اطلاعات در دوره سلطنت محمدرضا پهلوی

تاسیس نهادهای اطلاعاتی و امنیتی در دوره پهلوی یکی از ابزارهای مهم اعمال قدرت به شمار می رفت. محمدرضا شاه با الگوبرداری از سازمان‌های اطلاعاتی آمریکا (cia) و انگلیس (mi6) درصدد بود که در کوتاه‌ترین زمان از تحولات داخلی کشور اطلاع یابد و با این هدف، چندین سازمان به وجود آورد. از جمله این نهادها، دفتر ویژه اطلاعات بود که در سال 1338ش. زیر نظر سپهبد حسین فردوست تشکیل شد. مقاله حاضر با روش توصیفی و تاریخی و تکیه‌ بر اسناد و منابع کتابخانه‌ای و خاطرات، درصدد پاسخ دادن به این پرسش بوده که چه عللی باعث شکل‌گیری دفتر ویژه اطلاعات در دوره سلطنت محمدرضا پهلوی گردید؟ یافته‌های پژوهش نشان می‌دهد که شتاب روزافزون تحولات داخلی، گسترش ناکارآمدی نظام اداری، افزایش فساد و رشوه‌خواری در میان کارگزاران دولتی، لزوم شناسایی و سرکوب مخالفان حکومت پهلوی و انتقادات بین‌المللی از وضعیت ایران، شاه را بر آن داشت که برای رفع موانع سلطنت، اعمال اقتدار همه‌جانبه در کشور، کاهش نارضایتی‌های عمومی از فساد دولتمردان، کشف و سرکوب مخالفت‌ها و نیروهای دردسرساز، در کنار ساواک، سازمان بازرسی و دیگر نهادهای بزرگ اطلاعاتی – امنیتی، دفتر ویژه‌ اطلاعات را ایجاد کند تا بر کل سیستم اطلاعاتی و امنیتی کشور نظارت نماید.

Causes and Process of Establishing a Special Intelligence Office during the Reign of Mohammad Reza Pahlavi

The establishment of intelligence and security institutions in the Pahlavi period was one of the most important tools for exercising power. Mohammad Reza Shah, following the example of the American intelligence agencies (CIA) and Britain (MI6), sought to be informed of the internal developments in the country in the shortest possible time, and to this end, he created several organizations. One of these institutions was the Special Information Office, which was established in 1338. It was formed under the supervision of General Hossein Fardoust. The present article, with a descriptive and historical method and relying on library documents and sources and memoirs, seeks to answer the question of what caused the formation of the Special Information Office during the reign of Mohammad Reza Pahlavi. The findings show that the accelerating pace of domestic developments, the expansion of the bureaucracy, the rise of corruption and bribery among government officials, the need to identify and suppress opponents of the Pahlavi government, and international criticism of the situation in Iran prompted the Shah to Removing barriers to monarchy, exercising allout authority in the country, reducing public dissatisfaction with government corruption, detecting and suppressing opposition and troublesome forces, along with SAVAK, the Inspectorate and other large intelligencesecurity institutions, the Special Intelligence Office To monitor the entire information and security system of the country.
