نگرشی بر شکل‌گیری نظمیه‌ی بنادرِ فارس و عملکرد آن در دوره‌ی قاجار

یکی از مهم‌ترین ابزارهای موفقیت حکومت‌ها در طول تاریخ بشر، حفظ نظم و امنیت برای رفاه مردم بوده است. این موضوع مستلزم وجود حکمرانان مقتدر بود. در عصر قاجار و به دنبال آشنایى ایرانیان با مظاهر تمدن جدید و تقلید و اقتباس از تشکیلات ادارى غرب، نیروى جدیدی به نام پلیس و نظمیّه به کمک مستشاران خارجى در تهران و ایالات بزرگی چون فارس شکل گرفت. پژوهش حاضر، با روش تحقیق تاریخی و با بهره گیری از اسناد، روزنامه و منابع کتابخانه ای، به دنبال پاسخی برای این سوال است که علل شکل‌گیری نظمیه در بنادرِ فارس و عملکرد آن در دوره قاجار چه بوده است؟ یافته های پژوهش حکایت از آن دارد که فقدان امنیت و سلب آرامش و آسایش مردم در نبود قدرت مرکزی از عوامل شکل‌گیری نظمیه در بنادر بوده و با تاسیس نظمیه، ماموران نظمیه نه‌تنها آرامش را برقرار ننمودند، بلکه بر تعدیات بر مردم این مناطق در جهت منافع خویش ادامه می‌دادند و در بیشتر موارد، خود از عوامل سلب امنیت محسوب می‌شدند. این موضوع شکایات مردم به مراجع ذی صلاح چون ایالت فارس و مجلس شورای ملی را به دنبال داشت.

The formation of Nazmieh in the ports of Fars and its performance during Qajar period

One of the most important tools for governments’ successes throughout human history has been to maintain order and security for the welfare of the people.  This required the existence of powerful rulers.In the Qajar era, following the familiarity of Iranians with the manifestations of modern civilization and imitation and adaptation of the Western administrative organization, a new force called the police and Nazmieh was formed with the help of foreign advisers in Tehran and great states like Fars.The present study, in a historical method using documents, newspapers and library sources ,is looking for an answer to this  question: what were the reasons for the formation of Nazmieh in the ports of Fars and its performance during the Qajar period?The findings of the study indicate that the lack of security, deprivation of peace and comfort of the people in the absence of central power are factors of  the formation of Nazmieh in the ports and By establishing the Nazmieh, law enforcement officers not only did not establish peace, but also they continued their oppressions over people seeking their interests and, in most cases,they were considered as antisecurity elements.This was followed by complaints of people to the competent authorities such as_ Fars Province and the National Assembly.
