مناصب برقراری نظم و امنیت در دوره افشاریه و زندیه

برقراری نظم و امنیت شهرها در نگاه اول یک وظیفه انتظامی محسوب می شود که جوانب اقتصادی، اجتماعی، سیاسی و فرهنگی جامعه را در برمی‌گیرد. حکومت های مستقر در ایران برای آن‌که بتوانند جامعه خود را تحت نظم و امنیت درآورند و سلطه خود را بر آنها روا دارند، به ایجاد تشکیلات منسجم و کارآمدی زدند که نتیجه آن به وجود آمدن تشکیلاتی به نام مناصب انتظامی و امنیتی بوده است. پژوهش در امور انتظامی و امنیت در زمره موضوعاتی است که به دلایلی مانند کمبود اسناد، مدارک تاریخی و منابع تحقیقی، کمتر موردتوجه محققان مسائل دوره افشاریه و زندیه قرارگرفته است. مسئله پژوهش حاضر، بررسی مناصب برقراری نظم و امنیت در دوره افشاریه و زندیه و کارکرد و جایگاه آنان است. در این پژوهش با بهره گیری از روش تاریخی، مناصب برقراری نظم و امنیت در دوره افشاریه و زندیه در سطوح مختلف مورد شناخت و واکاوی قرارگرفته است. نتایج پژوهش حاکی از آن است که دستگاه انتظامی ایران عصر افشاریه و زندیه تفاوت چندانی با نظام اداری و انتظامی حکومت صفویه نداشت. دلیل آن از یک‌سو ساختار موجود به ارث رسیده از قرون قبل و مشابه حکومت صفویه بوده و از سویی دیگر دوره حکومت افشاریه و زندیه به‌قدری کوتاه بود که فرصتی برای به وجود آوردن تشکیلات جدید و نوین نبود. علاوه بر این حکومت‌های یادشده قدرت و توان ایجاد چنین تشکیلاتی را نداشتند.

Ranking in establishing order and security during Afshariye and Zandyie

Research in the context of security and policing is a topic which has been less considered by researchers of Afshariye and Zandyie period due to the lack of documents, historical evidence and lower research sources.  Establishing order and security in cities is regarded as a policing task at first glance which encompasses social, economic, political and cultural aspects of society.  The established governments in Iran formed effective and cohesive organizations such that they could control and dominated  the community.  As a consequence an organ known as policing organization had  emerged. The present research problem is to study the ranks of establishing order and security during Afshariye and Zandyie and their positions and functions.  In this research the ranks of establishing order and security during Afshariye and Zandyie has been identified and explored using historical method.  The research results indicated that the policing system in Iran during Afshariye and Zandyie had not been significantly different from policing and administrative system during Safavid. It’s reason was that ,on one hand the current structure was inherited from the past centuries and it was same as that of Safavid Government.  On the other hand, the period of ruling by Afshariye and Zandyie was too short so that there were no opportunity to create new organizations. Furthermore, the kings had not been able to form such an organizations.
