بررسی شکلی و محتوایی گواهی‌نامه رانندگی به‌مثابه سند هویتی

یکی از پیامدهای ارتباط ایران عصر قاجار با اروپای صنعتی، ورود وسایل نقلیه موتوری به ایران بود که با افزایش وسایل نقلیه و فقدان زیرساخت های مناسب در سطوح مختلف، عدم آموزش مناسب و بی‌نظمی‌های تردد وسایل نقلیه، نیاز به وجود راهکار سنجش برای تشخیص مهارت رانندگان و رعایت مقررات عبور و مرور، باعث شد که مجوزی برای رانندگان با عنوان «جواز یا پروانه یا تصدیق رانندگی» صادر شود که پس از صدور اولین آئین‌نامه در سال 1307 ش. عنوان «گواهی‌نامه رانندگی» یافت و در بیشتر کشورها، به‌مثابه یک سند هویتی تلقی شده و واجد اعتبار اداری و اجتماعی است. این پژوهش بر آن است با روش توصیفیتحلیلی و با تکیه‌بر منابع کتابخانه‌ای و اسنادی، فرآیند تحول شکلی و محتوایی این اسناد و ساختار سندشناسی گواهی‌نامه‌های رانندگی در ایران، در پرتو تحول و تکامل قوانین و آئین‌نامه را بررسی نموده و پیامدهای آن را تبیین نماید. دستاورد پژوهش نشان‌گر آن است از آغاز روند صدور گواهی‌نامه‌ رانندگی تاکنون، با توجه به پیچیده تر شدن مشکلات ناشی از رانندگی و افزایش تردّد وسایل نقلیه، روند صدور ساختار و محتوای این مدرک، مکرراً تغییر کرده و درنهایت استفاده از گواهینامه های رانندگی مکانیزه و هوشمند و جایگزینی آن به‌جای گواهینامه های سابق، به‌منظور ثبت تخلفات رانندگان رایج شد که اثرات مثبت و منفی زیادی در حوزه های مختلف راهنمایی و رانندگی و بهبود کیفی رانندگی و کنترل ترافیک و تخلفات داشته است.

Driving License as a national identity document (Necessities and Obligations: A form and content analysis)

One of the outcomes of the relationchi between Iran in the Qajar era with the industrial Europe was the import of motor vehicles into Iran. These vehicles led to chaos in their commuting. Therefore, it became necessary to devise rules and reyulations to measure and access the driving skills of the drivers. This led to the issuance of a license which was named (Driving license or Tasdiq Ranandegi) after the issuance of the first rulebook in (1307 A.H.) it vas called “Govahi Nameh Ranandegi”. In many countries, this certificate is considered as an identity card and it has social validity. Since the issuance praedure of the first driving license so far, due to the complexity of driving problem and the increase in the number of the commiting vehicles, the issuance procedure and the content of this certificate have vrdergone various changes which has led to numbers revisions cansing positive and negative consequencies in traffic control and commiting violations in driving. The present study attempts, by ancidering library sourse and documents, to deal with the fotm and content of document related to licenses and the driving licenses extant so as to reveal the changes in the laws and reyultions of the driving rulebook. It also deals with the consequences of changes in the rulebooks and regulations.
