بررسی سیاست‌های کریم‌خان زند در زمینه گسترش قلمرو و ایجاد امنیت در چهارمحال و بختیاری

اقدامات امنیتی در دوره کریم‌خان زند برای ایجاد آرامش و نظم با در نظر گرفتن زندگی شبانی و کشاورزی در میان مردمان چهارمحال و بختیاری که به دو صورت مسکون و غیرمسکون در تاریخ این منطقه جلوه کرده‌اند، در دو قالب برخورد با ایلات متمرد و انتظام امور با ایجاد پادگانی در چهارمحال قابل تبیین است. در دوران پرآشوب قرن 12 ه.ق/ 18 م که از حیث بروز هرج‌ومرج، غلیان قبایل و ایلات منحصر به فرد است، منجر به از بین رفتن امنیت راه‌ها و اماکن و معطل ماندن امور عادی رعایا در مناطق مختلف غرب ایران شد. این تحقیق که با روش تاریخی تدوین شده است با طرح این سوال که روند برقراری امنیت در منطقه چهارمحال و بختیاری توسط کریم‌خان چگونه و با چه روشی صورت گرفته است؟ در پاسخ به این سوال فرض تحقیق بر این است که کریم‌خان زند برای اعمال حاکمیت بر منطقهچهارمحالو بختیاری و ایجاد نظم و امنیت در آن‌که در همسایگی اصفهان قرار داشت، از روش‌های مختلفی نظیر تحبیب، اعطای مسئولیت مالیاتی و واگذاری نظم و امنیت محلی به خوانین استفاده کرد. روش‌های دیگری مانند سیاست کوچاندن ایل و یا گرو گرفتن سران آنان نیز به کار می‌رفت. یافتههای پژوهش نشان میدهد که این روند در بعد محلی، موجب برقراری نسبی امنیت و رونق راه ارتباطی شمال و جنوب و در بعد کشوری نیز با گسترش قلمرو خان زند، تاثیر بسیار زیادی در انتظام امور رعایا، تجار و مسافران داشت.

Review of Karim Khan Zand’s policies on expanding the territory and creating security in Chaharmahal and Bakhtiari

Security measures in Karim Khan Zand era to create calm and order, taking into account the pastoral life and agriculture among the people of Chaharmahal and Bakhtiari, which are reflected in both residential and nonresidents’ history in the region, can be explained in two ways of dealing with the rebellious tribes, and creating order through the creation of a garrison in the Chaharmahal. In the turbulent period of the 12th century (18 A.D), which is unique in terms of chaos and rebellion of tribes and nomads, led to the destroyed the security of roads and places, and delayed the normal life of survivors in various parts of western Iran. This research, which has been drafted in a historical way, has been proposed by the question of how and in what way is the process of establishing security in the Chaharmahal and Bakhtiari region by Karim Khan? In response to this question, the research hypothesis is that Karim Khan Zand has been using various methods such as the encouragement, granting of tax liability and the assignment of local order and security to Khans, to enforce sovereignty over the Chaharmahal and Bakhtiari and to create order and security. Other tactics, such as the policy of displacing tribes and nomads or taking hostages their heads, were also used. The findings of the research show that this process in the local dimension has caused relative security and prosperity of the NorthSouth communication, and in the country level, with the expansion of Khan Zand, it had a huge impact on the organize of peasantry, businessmen and travelers.
