تاثیر هزینه‏ های نگهداری و بهسازی روسازی بر هزینه کاربران راه (مطالعه موردی: محور بوئین زهرا- ساوه)

تحلیل هزینه‌های کاربران راه، به منظور انتخاب طرح و سیاست‌های نگهداری مناسب با کمترین هزینه، اهمیت بسیاری دارد. از این تحلیل به عنوان یک ابزار ضروری برای تصمیم گیری در خصوص سرمایه گذاری برای راه های جدید و راه‏ های موجود در نظر گرفته می‌شود. از این‌رو، درک تاثیر هزینه‌های بهسازی راه بر هزینه کاربران راه از اهمیت ویژه‌ای برخودار است و مزایای مربوط به تعمیرات منظم و دوره‌ای در گرو این رابطه قرار دارد. لذا، در تحقیق حاضر سعی شده است تا تاثیر هزینه‌های تعمیر و نگهداری روسازی بر هزینه‌های کاربران راه برای شبکه‌ای از راه‌های کشور ایران بررسی شود. بر این مبنا، و به کمک نرم­ افزار مهندسی matlab، آنالیز حساسیت نسبت به عوامل تاثیرگذار تابع هزینه کاربران راه برای شبکه راه منتخب انجام شده است. نتایج تحلیل نشان می‌دهد که به ازای افزایش یک میلیون ریال هزینه‌های بهسازی اداره راه، هزینه عملکردی روزانه یک وسیله نقلیه در یک کیلومتر،0.72 ریال کاهش می‌یابد. همچنین، نتایج پژوهش نشان می‌دهد که تاثیر هزینه‏های بهسازی بر هزینه کاربران راه با یک نرخ کاهشی در حال کاستن است. به عبارت دیگر، سرمایه گذاری‌ های هنگفت جهت کاهش هزینه‌های کاربران نمی‌تواند توجیه پذیر باشد.

Impact of Maintenance and Rehabilitation Costs on Road-Users Costs (Case Study: Road Network of Boein Zahra-Saveh)

In order to select the appropriate projects and maintenance strategies for lowest longterm costs, the analysis of roadusers costs is very important. This can be considered an essential tool for decisionmaking on investment for new and existing roads. Consequently, understanding the impact of maintenance and rehabilitation costs on roadusers costs is very important and the benefits of regular and periodic maintenance is dependent on this relationship. Therefore, in this research, the economic impact of maintenance and rehabilitation costs on roadusers costs with a case study involving a mainroad network of Iran has been investigated.  On this basis, and with the help of Matlab software, a sensitivity analysis on the effective factors for roadusers costs is performed for this selected road network. The results of the analysis indicated that an additional agency investment of one million Rials results in average direct savings to road users of 0.72 Rials per vehicle km. The results obtained for this case study also indicated that the impact of maintenance and rehabilitation costs on roadusers costs reduces at a decreasing rate. In other words, great investment expenditures cannot be justified in the field of road maintenance for decreasing the users costs, while the maintenance and rehabilitation costs are too much.
