مدیریت سوانح غیر مترقبه در فضای زیرگذر حرم رضوی

زمینه و هدف: از آنجاکه مجموعه مطهر حرم رضوی به عنوان یکی از بزرگترین زیارتگاه های شیعیان روزانه پذیرای حجم وسیعی از زوار می باشد، شرایط ویژه قسمت های مختلف آن به گونه ایست که کوچکترین سانحه طبیعی و یا انسان ساز خسارات مادی و معنوی جبران ناپذیری را به دنبال خواهد داشت. یکی از این فضاها، فضای زیرگذر مجموعه است که لزوم آسیب شناسی آن در مواجه با بحران های احتمالی امری ضروریست. هدف مقاله ارائه راهکارهای اجرایی جهت کاهش خسارات و تلفات احتمالی زوار به دنبال وقوع حادثه غیرمترقبه در فضاهای زیرسطحی است.روش: روش تحقیق حاضر متکی بر روش شناسی کیفی است که عمدتا مبتنی بر مشاهده است. همچنین برای جمع آوری اطلاعات از بررسی اسناد و انجام مصاحبه عمیق با مدیران، خدام و زوار بهره گرفته شده است. دراین مرحله داده های حاصل از طریق تکنیک سوات مورد سنجش قرار گرفته است. در این ماتریس ضعف ها و قوت های محیط داخلی زیرگذر در کنار تهدید ها و فرصت های محیط خارجی آن بررسی و به ارائه راهکارها منجر شده است.یافته: یافته های پژوهش حاضر بیانگر لزوم مناسب سازی فضای زیرگذر حرم مانند اصلاح کیفیت تهویه و روشنایی، اصلاح دسترسی ها و رفع المان های غیر سازه ای خطرناک می باشد، که تنها در پرتو سیاست های مدیریتی از جمله بیمه اشخاص و ابنیه، آموزش هدفدار و مانورهای منظم در کنار عملیات مهندسی و فنی از جمله بهبود ترافیک و ارتقای ایمنی حمل و نقل پیاده و سواره میسر است.نتیجه گیری: تناسبت کالبد اماکن مقدس با رفتار و عادات زوار و کاربران آن در تمامی شرایط به ویژه شرایط اضطراری ناشی از سانحه در پرتو سیاست های مدیریتی و فنی مهندسی است که نقش اساسی در کاهش خسارات و تلفات به دنبال سوانح احتمالی دارد.

“management of unexpected accidents in the subway of Razavi holy shrine”

Background and objective Razavi holy shrine is one of the biggest places of worship in the world which guests thousands of pilgrims daily and it rsquo;s physical, social and spiritual conditions have made it vulnerable to even slight accidents with uncompensable consequences. One section of the shrine which is especially amenable to any unexpected situation is the subway which needs special attention and prompts observation to design proper plan for crisis management and casualty reduction approaches.IntroductionAs the Razavi shrine is among the biggest holy places in the world and many pilgrims visit this holy place every day, related physical, social and running situation has made it exposed to even minor accidents with catastrophic consequences. These special conditions warrant proper planning for disaster management. Methodology and Approaches The research method is qualitative and needed information were gathered based on inspection. We also searched related official documents about Razavi shrine and interviewed managers, employees, pilgrims and service providers of Razavi shrine to understand and analyze the weak points and obtain proper solution to these problems through SWOT method. Having found frail and strength points and using analytical SWOT method, helped us to evaluate current situation and proposing decisive solutions.FindingOur findings in this study suggest that physical properties of the holy shrine should correspond to pilgrims' social behaviors as well as their reaction in different situations. Also software and hardware controlling facilities are needed to reduce casualties in any unwanted and chaotic condition.ConclusionsOur results suggest that employing convenient disaster management systems beside appropriate physical characteristics that should be in concordance with pilgrims rsquo; habits play the main role in reducing casualties in emergency situations.
