رویکردهای کاهش آسیب پذیری و آمادگی در برابر آتش سوزی احتمالی در ساختمان‌های بلندمرتبه

زمینه و هدف: توجه به مسئله ایمنی در برابر آتش سوزی در ساختمان های بلندمرتبه که امروزه بخش عظیمی از ساخت و سازهای شهری را به خود اختصاص می دهند حائز اهمیت است. عدم شناخت مسائل مرتبط با این نوع ابنیه به دلیل مجموعه شرایط منحصر به فرد آن ها می تواند تهدیدی جدی برای جان و مال افراد باشد. این مقاله در پی پاسخ به این پرسش است که به چه طریق روش های مطرح آمادگی در برابر آتش سوزی احتمالی امکان اجرایی شدن در شرایط فعلی بلندمرتبه سازی کشورمان را دارا هستند؟روش: این مطالعه مروری به مرور مبانی نظری و تجربیات جهانی در راستای کاهش آسیب پذیری و آمادگی ساختمان های بلند در برابر رخداد سانحه آتش سوزی می پردازد. بدین منظور با مرور متون تخصصی، ضوابط و دستورالعمل های جهانی درزمینه مدیریت ایمنی سانحه آتش سوزی در ساختمان های بلندمرتبه و نیز بررسی راهکارهای نوین شده و نهایتاً جمع بندی نتایج با توجه به امکان کاربست آن ها در کشور پرداخته شده است.یافته ها: در کشورهای توسعه یافته ازلحاظ دانش ساخت و سازهای بلندمرتبه سه روش پیشگیری بکار گرفته می شود. اولین روش »محاسبه زمان تخلیه جهت طراحی مسیر تخلیه مطلوبی « است که امکان خروج بار جمعیتی ساکن در ساختمان را در مدت زمان محدود به سمت فضای امن داشته باشد. روش دوم بر »تجهیز و کاربرد آسانسورهای ساختمان « جهت تسریع فرآیند تخلیه تمرکز دارد و نهایتاً روش سوم با در نظر گرفتن احتمال عدم وجود شرایط خروج و یا صرف نظر کردن از آن به دلیل شرایط جسمی یا روحی افراد بر محافظت از ساکنان در نقاطی امن در زیربنای ساختمان تحت عنوان »طبقات یا فضاهای پناه « تاکید می ورزد.نتیجه گیری: افزون بر این ها توجه به ابعاد سانحه و آسیب پذیری های ساختمان در برابر آن از زمان شروع طراحی و به کارگیری چندین گزینه جایگزین جهت تامین ایمنی به همراه تشکیل تیم مدیریت بحران و برنامه ریزی های مداوم در مدیریت ایمنی ساختمان های بلند نیز می تواند به اثربخشی اقدامات کمک نماید.نوع مقاله: مطالعه مروری.

Approaches to Reducing Vulnerability and Preparedness against Possible Fire in High-Rise Buildings

Background and objectives: Fire safety issues in highrise buildings which are the dominant trend of urban new developments are critically noticeable. Lack of knowledge about fire safety problems in these types of construction seriously threats people rsquo;s lives and properties. This article seeks to answer the question that in what ways methods of preparedness against possible fire has the possibility of implementing in the current situation of high rise building of our country.Method: This article reviews the literature and international experience in preparedness and vulnerability reduction in highrise buildings against fire incidents. For this purpose by reviewing of the specialized literature, international standards and guidelines in the field of safety management of fire incident in high rise buildings as well as search for new solutions, finally it has been concluded due to the possibility of their use in our country. Findings: In developed countries in terms of knowledge of high rise construction three preventive methods were used. The first method is ldquo;to calculate the evacuation time to design an optimal evacuation route rdquo; which may provide the population to exit the building in a limited safe time. The second method focuses on ldquo;mobilization and application of the building lifts rdquo; to expedite the evacuation process. Finally, the third method, taking into account the probability of some residents becomes unable to evacuate or face sets of difficulties because of physical disabilities, propose ldquo;defendinplace concept by constructing refuge zones or floors rdquo;.Conclusion: In addition, paying attention to the dimensions of the incident and building vulnerabilities against it since the beginning of the design of highrise building and applying some alternative options to ensure safety along with the disaster management team and ongoing planning in safety management of highrise building can contribute to effectiveness of measures.Type of paper: Review article
