طراحی ساختار اجرایی عملیات مدیریت بحران در مراکز و سازمان‌های مختلف

زمینه و هدف: پس از برنامه ریزی و تعریف فرایندها و فعالیت های اصلی مدیریت بحران در سازمان های مختلف، توجه به معرفی متولیانی برای انجام امور گوناگون در مقاطع زمانی قبل، حین و پس از وقوع سوانح، ساختاردهی به آن ها و فراهم آوردن منابع و ابزارهای لازم برای آن ها، موجب کسب اطمینان از اجرای طرح ها و برنامه ها به شکل سازمان دهی شده و مدیریت بهینه شرایط اضطراری می گردد؛ بنابراین در این مقاله، شناسایی اصول و عواملی که باید در طراحی چنین ساختاری در نظر گرفته شوند، موردتوجه است.روش: در این مطالعه مروری، با در نظر گرفتن الگوها و مدل های منتخب دنیا (سیستم ملی مدیریت بحران ایالات متحده آمریکا، برنامه واکنش ملی ایالات متحده آمریکا و چارچوب مدیریت بحران استانداردشده کالیفرنیا) به تعریف سطوح اصلی در طراحی ساختارهای مدیریت بحران، تعیین روابط این سطوح و نحوه پشتیبانی آن ها از یکدیگر پرداخته می شود.یافته ها: اصول کلی حاکم در زمینه طراحی ساختار مدیریت بحران، سطح بندی مراکز مختلف برای طراحی ساختار اجرایی و ابزارهای طراحی ساختار اجرایی، از مدل های منتخب دنیا به دست آمد.نتیجه گیری: توصیه هایی به منظور طراحی ساختار اجرایی عملیات پاسخگویی به بحران در سطوح مختلف شامل این موارد ارائه گردید: تعیین سطوح عملیاتی در طراحی ساختار مدیریت بحران، طراحی ساختار و تعریف ارتباطات درون و بین سطوح و تعیین وظایف سطوح مختلف.نوع مقاله: مطالعه مروری.

Designing the Executive Structure of Disaster Management Operation in Different Organizations and Centers

Background and objective: After planning and defining processes and main activities of disaster management in different organizations, paying attention to addressing authorities in order to perform various tasks in the time periods of before, during and after disasters; giving structure to them and providing the necessary resources and tools caused ensuring the implementation of projects and programs in an organized form and optimal emergency management. Therefore in this study, identifying principles and factors that must be considered in designing such a structure are concerned.Method: In this review study by considering world selected patterns and models such as a National Disaster Management System of USA, the National Response Plan of USA and California Standardized Emergency Management, define the main levels in designing disaster management structures, determining the relationship between these levels and the method of supporting them from each other.Findings: The governing general principles in the field of designing structure of disaster management, classifying different centers for designing the administrative structure and designing tools for executive structure were obtained from world selected models.Conclusion: Some recommendations in order to design the executive structure of disaster respond operations at different levels were presented such as: determining the operational levels in designing the structure of disaster management, designing structures and defining communication within and between levels and assigning tasks of different levels.Type of paper: Review article
