برنامه ریزی راهبرد کاهش آسیب پذیری دانشکده معماری دانشگاه کردستان در برابر زلزله

پیش زمینه و هدف: ﻓﻀﺎﻫﺎﻯ ﺁﻣﻮﺯﺷﻰ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺗﻌﺪﺍﺩ ﺑﺎﻻﻯ ﻛﺎﺭﺑﺮﺍﻥ، ﻗﺪﻣﺖ ﺯﻳﺎﺩ ﻭ ﻧﺎﭘﺎﻳﺪﺍﺭﻯ ﺳﺎﺯﻩ ﺍﻯ، ﺍﺯ ﺁﺳﻴﺐﭘﺬﻳﺮﻯ ﺑﺎﻻﻳﻰ ﺩﺭ ﺑﺮﺍﺑﺮ ﺯﻟﺰﻟﻪ ﻭ ﺁﺗﺶﺳﻮﺯﻯ ﺑﺮﺧﻮﺭﺩﺍﺭ ﺍﺳﺖ. ﺩﺭ ﻣﻴﺎﻥ ﻓﻀﺎﻫﺎﻯ ﺁﻣﻮﺯﺷﻰ، ﺩﺍﻧﺸﮕﺎﻩﻫﺎ ﺑﻪ ﺩﻟﻴﻞ ﻭﺟﻮﺩ ﺗﻌﺪﺍﺩ ﺑﺎﻻﻯ ﻛﺎﺭﺑﺮﺍﻥ ﻭ ﻫﻤﭽﻨﻴﻦ ﺍﺳﻨﺎﺩ ﻭ ﻣﻄﺎﻟﻌﺎﺕ ﻣﻨﺤﺼﺮ ﺑﻪ ﻓﺮﺩ ﺩﺭ ﻫﻨﮕﺎﻡ ﻣﻮﺍﺟﻬﻪ ﺑﺎ ﺧﻄﺮ، ﺩﺭ ﻣﻌﺮﺽ ﺁﺳﻴﺐ ﻫﺎﻯ ﻣﻬﻤﻰ ﻗﺮﺍﺭ ﺩﺍرند. ﻧﺎﺑﺴﺎﻣﺎﻧﻰ ﻏﻴﺮ ﺳﺎﺯﻩﺍﻯ ﻭ ﻧﻴﺰ ﻛﻤﺒﻮﺩ ﺁﮔﺎﻫﻰ ﺍﺳﺎﺗﻴﺪ، ﺩﺍﻧﺸﺠﻮﻳﺎﻥ ﻭ ﻛﺎﺭﻛﻨﺎﻥ ﺩﺍﻧﺸﮕﺎﻩﻫﺎ ﺍﺯ ﺷﺮﺍﻳﻂ ﺑﺤﺮﺍﻧﻰ ﻭ ﻧﺤﻮﻩ ﻭﺍﻛﻨﺶ ﺻﺤﻴﺢ ﺩﺭ ﺑﺮﺍﺑﺮ ﺑﺤﺮﺍﻥ، ﺍﺯ ﺩﻳﮕﺮ ﻋﻮﺍﻣﻠﻰ ﻫﺴﺘﻨﺪ ﻛﻪ ﻧﺸﺎﻥ ﺍﺯ ﺍﻫﻤﻴﺖ ﻣﻮﺿﻮﻉ ﺩﺍﺭﻧﺪ. ﺩﺭ ﺍﻳﻦ ﭘﮋﻭﻫﺶ ﺑﻪ ﻣﻨﻈﻮﺭ ﺗﻘﻠﻴﻞ ﺁﺳﻴﺐﭘﺬﻳﺮﻯ ﺩﺭ ﺑﺮﺍﺑﺮ ﺧﻄﺮ ﺯﻟﺰﻟﻪ ﻭ ﺁﺗﺶ ﺳﻮﺯﻯ ﺩﺍﻧﺸﻜﺪﻩ ﺣﻘﻮﻕ ﺩﺍﻧﺸﮕﺎﻩ ﺷﻬﻴﺪ ﺑﻬﺸﺘﻰ ﺑﻪ ﻋﻨﻮﺍﻥ ﻧﻤﻮﻧﻪ ﻣﻮﺭﺩﻯ ﺍﻧﺘﺨﺎﺏ ﺷﺪﻩ ﺍﺳﺖ.روش: روش بکار رفته توصیفی تحلیلی از نوع پیمایشی می باشد. در این راستا از روش های آماری، توصیفی و استنباطی بهره گرفته شده است. جهت دستیابی و شناسایی راهکارهای اجرایی و برنامه ریزی آسیب شناسی به جمع آوری اطلاعات کتابخانه ایی و اینترنتی و برای جمع آوری داده ها از مشاهده میدانی و تصویر برداری و بررسی نقشه ها و توزیع پرسشنامه بین دانشجویان، اساتید و کارمندان دانشکده بهره گرفته شده است. جهت شناسایی میزان آگاهی مسئولین و مدیران در رابطه با مدیریت بحران در دانشکده و جمع آوری اطلاعات از ایشان مصاحبه انجام گرفت.یافته ها: براساس یافته های حاصل از اطلاعات کتابخانه ایی، مشاهدات، پرسشنامه ها و مصاحبه ها، خطرات احتمالی در ابعاد تشکیلاتی و غیر سازه ای شناسایی و پیش بینی شد و بر این اساس سیستم فرماندهی سانحه طراحی شده و تمهیداتی جهت کاهش خطر و نیز پیشنهاداتی برای آمادگی در مقابل سانحه ارائه شده است.نتیجه گیری: براساس مطالعات انجام شده، جهت کاهش آسیب پذیری دانشکده ی مورد مطالعه اقدام هایی از جمله برگزاری مانور و کلاس های آموزشی، تهیه بروشور، تهیه و نصب نقشه های خروج اضطراری جهت افزایش خوانایی پلان، سازماندهی سامانه ی فرماندهی سانحه، چیدمان مناسب مبلمان، استفاده از ویندو فیلم روی شیشه ها و جابه جایی بوفه ی مقابل در خروجی پیشنهاد می گردد.

Planning a strategy to reduce the vulnerability of the Faculty of Architecture of Kurdistan University against earthquakes

Background and objective: Educational areas, due to their high number of users, obsolescence and structural instabilities have a high vulnerability to earthquake and fire. Among educational centers, universities are more vulnerable when encountered hazards because of the high number of users as well as unique documents and studies. Nonstructural disorders and also lack of awareness of university professors, students and staffs about disaster situation and their functions are among the others causes that prove the importance of this issue. In the present research, Faculty of Law at Shahid Beheshti University has been chosen as a case to investigate and provide strategies to reduce vulnerability against earthquakes.Method: The research method used is a descriptiveanalytical survey method. In this regard, statistical, descriptive and inferential methods have been used. In order to achieve and identify executive solutions and pathological planning to collect library and internet information and to collect data, field observation and imaging and review of maps and distribution of questionnaires among students, professors and staff of the faculty have been used. In order to identify the level of awareness of officials and managers regarding crisis management in the faculty and collect information from them, an interview was conducted.Findings: Based on the findings of library information, observations, questionnaires and interviews, the potential risks in organizational and nonstructural dimensions were identified and predicted. Therefore, the disaster command system has been designed and measures have been taken to reduce the risk, as well as suggestions for preparedness for the accident.Conclusion: According to the studies, to reduce the vulnerability of the faculty, measures such as holding maneuvers and training classes, preparing brochures, preparing and installing emergency exit plans to increase the readability of the plan, as well as Incident Command System Proper arrangement of furniture, use of Window Film on the glass and moving the buffet near the exit are proposed.
