چکیده
|
شهروند(citizen) کسی است که در جامعه سیاسی معینی قرار گرفته و تابعیت مشترکی با افراد آن داشته باشد؛ حقوق شهروندی نیز حقوق و تکالیفی است که توسط قوانین داخلی برای یک شخص به جهت اینکه عضو یک جامعه سیاسی است و رابطه طرفینی با دولت دارد، معین شده است. از آنجا که این حقوق، توسط دولت‌ها ایجاد و یا به رسمیت شناخته می‌شوند، نقض این حقوق نیز توسط دولت‌ها انجام می‌شود. نوشتار پیش‌رو، رفتارهایی را که دولت افغانستان در مقابله با کرونا انجام داده و یا باید انجام می‌داد و موجب نقض حداقل سه نسل حقوق شهروندی گردید، با روش توصیفی و تحلیلی مورد نقد و بررسی قرار داده است. در نهایت، مشخص می‌شود که حق آزادی رفت‌وآمد، حق دسترسی به اطلاعات در مورد میزان مرگ و میر و مبتلایان به کرونا، حق تامین اجتماعی و دسترسی مبتلایان به دارو و تجهیزات جانبی در مقابله با کرونا در کشور افغانستان مورد نقض قرار گرفته و حتی در مورد تدفین مردگان کرونایی، هیچ‌گونه مقرراتی در این کشور ایجاد نشده است.

Abstract
|
a citizenship is a person who is located in a certain political society and has a common citizenship with them, and citizenship rights are rights and duties that are provided by domestic law for a person because he is a member of a political society and has a bilateral relationship with the government has been determined. because these rights are created or recognized by governments, these rights are also violated by governments. the present article examines in a descriptive and analytical manner the actions that the afghan government has taken or should have taken against corona, which led to the violation of at least three generations of citizenship rights. finally, these results were obtained that the right to freedom of movement, the right to access information on number of quaid19 patients and deads, the right to social insurance and access to medicines and peripheral equipment against quaid19 have been violated in this country. even the burial of the dead in corona has not been regulated in this country.
