نقش بروکراسی در بروز فساد اداری در کشورهای افغانستان و ایران

«نظام اداری» یکی از بنیادی‌ترین مفاهیم در گستره مدیریت دولتی، حقوق اداری و حقوق اساسی است و فساد اداری، یکی از پدیده‌های چالش‌زای دنیای معاصر و مانع جدی در مسیر توسعه همه جانب کشورها، به ویژه افغانستان و ایران است. در سالیان اخیر به علت گسترش پیامدهای مخرب فساد اداری، توجه به عوامل، روش‌های مبارزه با آن و پیش‌بینی تدابیر لازم افزایش یافته است. درباره نقش مثبت یا منفی بروکراسی بر نظام اداری و در نهایت، بروز فساد اداری، اختلاف نظر وجود دارد و نظر اغلب در کشورهای جهان سومی چون افغانستان و ایران، حاکی از بازتاب کارکرد منفی بروکراسی بر نظام اداری این کشورهاست. پژوهش حاضر، به روش توصیفی، تحلیلی ‌به بررسی نقش بروکراسی در تکوین فساد اداری در کشور افغانستان و ایران می‌پردازد. دستاورد این نگاشته آن است که بروکراسی، به جای کارآمد سازی نظام اداری در مسیر رشد و توسعه اقتصادی، سیاسی، اجتماعی و فرهنگی این دو کشور، باعث ناکارآمدی نظام اداری و ابتلای آن به فساد گوناگون شده است.

the role of bureaucracy in administrative corruption in afghanistan and iran

administrative system is one of the most fundamental concepts in the field of governmental administration, administrative law and fundamental rights, and corruption is one of the most challenging phenomena in the contemporary world and a serious obstacle to comprehensive development in all countries, especially afghanistan and iran. in recent years, due to the spread of the destructive consequences of corruption, attention to the factors, methods of combating it and providing the necessary measures has increased. there is disagreement about the positive or negative role of bureaucracy on the administrative system and, ultimately, the occurrence of corruption, and the popular opinion in the third world countries such as afghanistan and iran reflects the negative function of bureaucracy on the administrative system of these countries. the present study uses a descriptive-analytical method to examine the role of bureaucracy in the development of corruption in afghanistan and iran. the achievement of this writing is that bureaucracy, instead of making the administrative system efficient in the path of economic, political, social and cultural growth and development of these two countries, has caused the inefficiency of the administrative system and caused it to suffer from various corruptions.
