حکومت‌ها و گفتمان دیوارکشی مرز: چالش‌ها و پیامدها

ساخت دیوار در میان جوامع انسانی پدیده ای رایج محسوب می شود و نمی توان آن را امری بی سابقه دانست. وقتی دیواری احداث می شود، در هر مقیاس و هر سطحی که می خواهد باشد سطح حکومتی، سطح فردی، سطح اجتماعی حاوی نوعی پیام است. پیام جداسازی «ما» از «آنها»، «خود» از «دیگری»، «مطلوب» از «نامطلوب»، پیام ایجاد مرز و حصارکشی متعلقات و دارایی ها. کشورهای جهان به میزان بی سابقه ای در حال تقویت مرزهای بین المللی خود هستند. این دیوارها مصنوعات عصر جدید در روابط بین الملل و مفهوم تازه ای از ایدۀ مرز هستند. این مقاله دیوار را پدیده ای جهانی می داند؛ پدیده ای که اساساً به دلیل احساس ناامنی حکومت در دنیای جهانی شده در حال گسترش و توسعه است. همراه با گفتمان دیوارکشی الزامات جدید امنیتی در مرزهای جغرافیایی کشورها در حال پدیدار شدن است. پرسش پژوهش حاضر این است که آیا گفتمان دیوارکشی و حصارکشی مرز می تواند منجر به افزایش امنیت شود؟ و اینکه گفتمان دیوارکشی و حصارکشی چه چالش هایی برای حکومت، نهادها و مهاجران به همراه خواهد داشت. فرض پژوهش حاضر بر این است که الزامات جدید امنیتی می تواند روابط کشورها با همسایگان و نوع برخورد با مهاجران و اتباع سایر کشورها را دچار دگرگونی فزاینده کند. در این پژوهش تلاش می شود با رویکردی نظری و مفهومی، به ابعاد مختلف گفتمان دیوارکشی و حصارکشی پرداخته و پیامدهای سیاسی جغرافیایی آن مورد تجزیه و تحلیل قرار بگیرد.

states and the border walling discourse: challenges and consequences

when a wall is built, it contains a message at every scale and every level. the message of separating us from them, self from other, desirable from undesirable, the message of creating boundaries and fencing of belongings and assets. the countries of the world are strengthening their international borders to an unprecedented extent. these walls are artifacts of the new age in international relations and a new concept of the idea of borders. this article considers the wall a global phenomenon; a phenomenon that is spreading and developing in the globalized world, mainly due to the feeling of insecurity of the state. along with the walled discourse, new security requirements are emerging across states' geographical borders. these requirements can change states' relations with their neighbors and the way they treat immigrants and citizens of other countries. the question of the present study is whether the discourse of border walling and fencing can lead to increased security? and what challenges the discourse of fencing and walling will pose to states, institutions, and immigrants. in this research, an attempt is made to deal with different dimensions of the discourse of walling and fencing and its politicalgeographical consequences are analyzed.
