مطالعه تطبیقی عملکرد دولت‌ها و سازمان‌های ورزشی جهان در بحران کرونا

این پژوهش با هدف مطالعه عملکرد مدیریتی سازمان‌‌های ورزشی ایران و جهان در بحران کرونا و با استفاده از روش مطالعه تطبیقی انجام شد. این تحقیق به دنبال پاسخگویی به این پرسش است که سازمان‌های ورزشی کشور در دوران پاندمی چطور عمل و از چه طریق پویایی سازمان‌های ورزشی را حفظ کردند و این امر در سایر کشورهای جهان به چه شکل انجام شد؟ بر این اساس، جامعه مورد مطالعه پژوهش، سازمان‌‌های ورزشی دولتی و خصوصی 20 کشور برتر جهان در حوزه صنعت ورزش و کشور ایران (21=n) بودند که عملکرد آنها در دوران پاندمی در رسانه‌های جهان منتشر شد، به این منظور کلیه اخبار و گزارش‌‌های مربوطه که در پایگاه‌‌های خبری مهم جهان انعکاس یافت بطور تمام‌شمار مورد بررسی و تحلیل محتوا قرار گرفت و با بهره‌گیری از مدل چهار مرحله‌ای جورج بردی داده‌های حاصله جمع‌آوری، طبقه‌بندی و تفسیر شدند. نتایج حاصل از تحقیق نشان داد که عملکرد سازمان‌‌های ورزشی در کشور‌‌های مورد مطالعه، در دو بخش کلی فعالیت‌‌های مرتبط با حوزه ورزش و فعالیت‌‌های مرتبط با مسئولیت اجتماعی سازمان‌‌ها قرار می‌گرفت. در بین کشورهای مورد مطالعه، سازمان‌‌های ورزشی ایران در مقایسه با سایر کشورها در اکثریت ابعاد فعالیت‌‌های حمایتی عملکرد مطلوبی نداشتند، لذا نیاز است تا در آینده، مدیران این سازمان‌‌ها از تجربیات جهانیان در مدیریت بحران بهره‌برداری نموده و برنامه‌ریزی منعطف و پاسخگویی جهت مقابله با بحران‌‌های آتی تدوین کنند. در این راستا نیاز است تا مدیران امکان آموزش پرسنل خود را برای مواجهه با بحران‌‌های آتی در دستور کار خود قرار دهند.

A Comparative Study of the Performance of World Governments and Sports Organizations in the Corona Crisis

The purpose of this research was to study the managerial performance of world sports organizations in the corona virus crisis and exploit superior experiences for the future similar situations. For this, a comparative study method was used. This research sought to answer the question of how the sport organizations acted during the pandemic in Iran and other countries. The study population was public and private sports organizations of the top 20 countries in the field of sports industry in addition to Iran (N = 21) whose performance during the pandemic era was published in the world media. For this purpose, all relevant news and reports published in the world news agencies were analyzed. All collected data were categorized, and interpreted using George Brady’s fourstep model. The results showed that the performance of sports organizations was divided into two general parts: a) activities related to sports and b) activities related to social responsibility of organizations. The findings showed that there were similarities and differences between countries in the performance of their sports organizations. Meanwhile, Iranian sports organizations did not perform well in most aspects of support activities compared to other countries, so in the future, the managers of these organizations need to use the world experience in crisis management and develop flexible and responsive planning to deal with future crises. In this regard, managers need to put the possibility of training their staff to deal with future crises on their agenda.
