صلاحیت و انتخابات؛ دشواری‌های نهادینه‌شدن «کسب قدرت سیاسی» در جمهوری اسلامی ایران

از دیدگاه نهادگرایانه، توسعه سیاسی اساساً به‌عنوان فرایند نهادینه‌ترشدن قدرت سیاسی در قالب نهاد دولت تعریفمی‌شود که نهادینه‌ترشدن «کسب قدرت سیاسی» یکی از شاخص‌های آن است. در این نوشتار تحول توسعه سیاسی در جمهوری اسلامی ایران ازلحاظ فرایند نهادینه‌تر‌شدن کسب قدرت سیاسی بازشناسی‌می‌شود تا نشان‌داده‌شود که دشواری‌های این بعد از توسعه‌ سیاسی در ایران چه بوده‌است. تحلیل مضامین داده‌های گردآوری‌شده به روش اسنادی، حکایت‌ازآن‌دارد که فرایند نهادینه‌ترشدن کسب قدرت سیاسی در جمهوری اسلامی ایران دو دشواری عمده ‌داشتهاست. یکی از آن دشواری‌ها با مناقشات پایدار برسر «هویت» مدعیان کسب قدرت پیوند دارد که مناقشه برسر هویت شخصیت‌های حقیقی و حقوقی (ازجمله تشکلات سیاسی و شبه‌سیاسی) را دربرمی‌گیرد. دشواری دوم هم با مناقشه برسر «فرایند کسب قدرت سیاسی» (ازجمله صلاحیت، نظارت و رای‌گیری) مرتبط‌است. هرچند موانع فراوانی برسر دست‌یابی به اسناد معتبر و گوناگون که دربرگیرنده داده‌های ارزشمند و مرتبط با دشواری‌های ذکر شده، وجود داشتهاست اما یافته‌های این پژوهش می‌تواند هم انگیزه‌های نیرومندی برای گردآوری داده‌های بیشتر و انجام پژوهش‌های غنی‌تر فراهم‌سازد و هم منظرهای متفاوتی برای یافتن راهکارهای موثرتر درراستای تعدیل دشواری‌ها و موانع نهادینهترشدن فرایند کسب قدرت سیاسی عرضه‌کند.

Eligibility and Elections: Difficulties in Institutionalization of Political Power Acquisition in the Islamic Republic of Iran

From an institutionalist point of view, political development is essentially defined as the process of institutionalization of political power within the state institution, an important criterion of which is the institutionalization of political power acquisition. This paper studies the evolution of political development in the Islamic Republic of Iran with respect to the institutionalization process of political power acquisition, aiming to identify the difficulties inherent in this dimension of political development in Iran. The content analysis of the data collected through a documentary method shows that there are two major difficulties in the institutionalization process of political power acquisition in the Islamic Republic of Iran. One of the difficulties is linked to the continuing dispute over the ‘identity’ of those who lay claim to power, which involves debates over the identity of natural and legal persons, including political and quasipolitical groups. The second difficulty is related to the dispute over the ‘process’ of political power acquisition, including analyzing eligibility, monitoring, and voting. Despite many obstacles to access various and valid documents containing valuable data about these difficulties, the findings of the study can provide powerful impetus for collecting more data and conducting thorough research in future. They can also offer different perspectives for finding more effective ways to cope with the difficulties and face the obstacles inherent in the institutionalization of the process of political power acquisition.
