بازخوانی حکمرانی خوب در پرتو چشم اندازهای ناهمسان: برنامه بهینه سازی سیاستگذاری عمومی، دستورکار گذار به دموکراسی یا راهبرد بازتولید هژمونی

از آغاز دهه 1990 میلادی به این سو در  محافل و نهادهای ملی و بین المللی توسعه‏ای و ادبیات جهانی توسعه،  گفتمان حکمرانی خوب به گفتمانی کانونی مبدل شده است،  به گونه‏ای که هیچ تامل جدی درباره توسعه  نمی تواند آن را نادیده انگارد. با این حال،  همه کسانی که در کسوت هواخواه یا در جایگاه منتقد  به  بیان دیدگاه پیرامون مبانی  و مولفه‏ها و شاخص‏های این اندیشه اهتمام ورزیده‏اند  برداشتی یکسان و یگانه از آن عرضه نمی دارند؛  بلکه هر یک به اعتبار بنیان‏های اندیشگی، پیش ا نگاره‏های فکری و یا تجربه‏های عملی و  سیاستی خود سیمایی متفاوت از حکمرانی خوب ترسیم می‏نمایند. درنگ در نظام دلالت معنایی گفتمان حکمرانی خوب بیانگر ترکیب چندگانه‏ای از لایه‏های معنایی نا همسان است که دست کم سه خوانش یا رویکرد متمایز را بازتاب می‏دهند:خوانش سیاستگذارانه تکنوکراتیک، خوانش معطوف به سیاست ورزی دموکراتیک و خوانش انتقادی شالوده شکنانه. در حالی که خوانش‏های دوگانه تکنوکراتیک و دموکراتیک به عنوان مولفه‏های اصلی سازنده جریان اصلی اندیشه ورزی درباره حکمرانی خوب برآنند تا این اندیشه را در کسوت گونه‏ای چارچوب مرجع فکری و سیاستی جهانشمول کاربردپذیر در همه جوامع عرضه نمایند، خوانش انتقادی مترصد است تا پیش فرض‏ها و دلالت‏های خاص ایدئولوژیک آن  را افشا نماید.  در نوشتار پیش رو کوشش خواهد شد تا با بهره گیری از تمهیدات برگرفته از روش‏های کیفی پژوهش  به ویژه روش تحلیل گفتمان انتقادی مفروضات،  سازمایه‏ها و نشانگرهای همبسته با خوانش‏های سه گانه حکمرانی خوب مورد واکاوی قرار گیرد.

Rereading Good Governance in Light of Different Perspectives: Program of Optimizing Public Policy, Agenda for Transition to Democracy or Hegemony Reproduction Strategy

At the outset of 1990 decade and onward, Good Governance Discourse has become a so pivotal discourse in the pervasive domain of national and international developmental circles and institutions and in global development literature as well, that no significant study or investigation can ignore it. However, neither adherents nor critics offer the same understanding of the foundations, assumptions, constituents and indicators of such an idea; rather, each, on the basis of their intellectual presuppositions or practical policyoriented experiences and normative attitude, paint a different picture of Good Governance Discourse. Scrutinize on the semantic implications system of Good Governance Discourse reveals multiple combination of different semantic layers that reflect at least, three distinct readings or approaches: Technocratic or PolicyOriented reading, Democratic Politics reading, CriticalDeconstructive reading. Whereas both technocratic and democratic approaches as chief constituents of intellectual mainstream about good governance endeavor to represent this idea as a universal thinking and policymaking framework that applicable to all societies, critical reading attempts to reveal specific ideological presuppositions and implications of good governance discourse. In this article we will attempted to explicate the constituents and indexes associated with the three readings of Good Governance Discourse through the use of a critical discourse analysis method, especially with genealogical approach.
