کیفیت حکمرانی و کارآفرینی در رهیافت داده های پانل کشورهای منتخب

در دهه‌های اخیر، مطالعات مربوط به نقش دولت در اقتصاد از مباحث مربوط به اندازه دولت و وظایف آن به مقوله کیفیت دخالت دولت معطوف گشته است. این تغییر نگاه به مقوله دولت در اقتصاد، موجب ارائه دیدگاه جدیدی تحت عنوان حکمرانی خوب گشته است. حکمرانی خوب نیازمند رویکردی گسترده نسبت به مشارکت طیف وسیعی از گروه‌ها شامل دولت، جامعه مدنی و بخش خصوصی به صورت شفاف می‌باشد. در این راستا کیفیت حکمرانی نشان دهنده توانایی دولت‌ها در تدوین و اجرای سیاست‌های تاثیرگذار در بهبود فضای کسب و کار، رشد و توسعه اقتصادی و گسترش کارآفرینی است. از این‌رو هدف اصلی مقاله، یافتن پاسخ برای این پرسش مهم است که میزان تاثیرگذاری کیفیت حکمرانی بر کارآفرینی در گروه کشورهای منتخب چیست؟ این تحقیق از نظر هدف، یک تحقیق کاربردی و از نظر روش تحقیق، ماهیت و شیوه نگرش پرداختن به مساله، استنباطی است. در این مطالعه به اطلاعات آماری موجود در بانک جهانی و دیده‌بان جهانی کارآفرینی مراجعه و با مدل‌سازی عوامل موثر بر کارآفرینی با تاکید بر کیفیت حکمرانی از رگرسیون‌های چند متغیره و داده‌های پانل و نرم‌افزارهای excel  و eviews استفاده شده است. نتایج حاصل از برآورد مدل به روش اثرات ثابت در دوره زمانی 2000-2016 نشان داد که کیفیت حکمرانی تاثیر مثبت و معنی‌داری بر کارآفرینی در گروه کشورهای منتخب دارند. میزان تاثیرگذاری کیفیت حکمرانی بر کارآفرینی در گروه کشورهای منتخب نوآورمحور با درآمد بالا بیشتر از گروه کشورهای منتخب کارایی‌محور با درآمد متوسط می‌باشد. در این راستا دولت‌ها با ایجاد نهادهای کارآمد می‌توانند محیط مناسبی را برای تنظیم روابط اقتصادی افراد جامعه به گونه‌ای کم‌هزینه فراهم سازند تا از این طریق زمینه تقویت و توسعه کارآفرینی فراهم شود.

The Impact of Governance Quality on Entrepreneurship in Selected Countries: A Panel Data Approach

In recent decades, studies of the role of government in economy have had a shift from the concentration on the size of government and its tasks to the quality of government intervention. This change of attitude to state in economy has given rise to a new vision of good governance. Good governance requires a broad approach to the transparent involvement of a wide range of groups including the government, civil society and private sector. In this respect, the quality of governance reflects the ability of governments to formulate and implement effective policies to improve business environment, economic development, and entrepreneurship expansion; therefore, the main purpose of this article is to find the answer to this important question: What is the impact of the quality of governance on entrepreneurship in selected countries? The present study is an applied research in terms of purpose and referential, in terms of research method, nature and the method of dealing with the problem. In this study, reference is made to the statistical data of the World Bank and the World Entrepreneurship Observer. Multivariate regression and panel data and Excel and Eviews soft wares have been used to model the factors affecting entrepreneurship. The results of fixed effects model estimation over the period 20002016 showed that governance quality has a positive and significant effect on entrepreneurship in the selected countries. The effect of governance quality on entrepreneurship in the group of innovationbased selected countries with high income is higher than the group of efficiencybased ones with medium income. Creating effective institutions, governments can provide an environment suitable for regulating the economic relations of individuals in a lowcost manner. In this way, entrepreneurship can be reinforced and developed.
