تنظیم گری به‌جای تصدی‌گری در سیاست‌گذاری؛ مطالعه موردی: الگوی تعامل نهاد کتابخانه‌های عمومی و بخش کتابخانه‌های شهرداری تهران

تنظیم‌گری به‌عنوان مفهومی که از اقتصاد به سایر حوزه‌ها اشاعه یافته به مداخلات حاکمیتی به‌منظور تحقق منافع عمومی اشاره دارد. این مقاله تمرکز مصداقی خود را بر تبلور مفهوم تنظیم‌گری در اصلاح رویکرد سیاست‌گذارانه به وضعیت کتابخانه‌های عمومی قرار داده است. سوال اصلی تحقیق آنست که از منظر سیاست‌گذارانه و در چارچوب دوقطبی مفهومی تنظیم‌گری و تصدی‌گری، چه نسبتی میان نهاد کتابخانه‌های عمومی و کتابخانه‌های شهرداری تهران (که مجموعه‌ای بزرگ‌تر از نهاد است) وجود دارد؟ در این راستا پژوهش با چارچوب نظری نهادگرایی و روش کیفی تحلیل مضمون، به بررسی چگونگی تعامل ساختاری نهاد کتابخانه‌های عمومی و شهرداری تهران پرداخته است. در حال حاضر، نهاد کتابخانه‌های عمومی هم سیاست‌گذار، هم مجری و هم ناظر بر کتابخانه‌های عمومی است. در چنین شرایطی اموری همچون دریافت مجوز و وظیفه شهرداری در پرداخت نیم درصد از درآمد خود به انجمن‌های کتابخانه‌های عمومی که البته از پرداخت آن امتناع می‌ورزد، به چالش جدی میان دو نهاد بدل شده است. این پژوهش استدلال می‌نماید که حتی به فرض تحقق خواسته‌های نهاد، بازهم مسئله بزرگ‌تری برجای می‌ماند و آن این‌که تصدی‌گری توسط این نهاد نمی‌تواند چشم‌انداز مطلوبی در رسیدن به اهداف ترسیم نماید. آنچه نهاد کتابخانه‌ها دنبال می‌کند، دارا بودن صدها کتابخانه با هزاران کارمند اجرایی است که در اینصورت این نهاد از وظایف سیاست‌گذارانه و نظارتی خود باز می‌ماند. پیشنهاد سیاستگذرانه مقاله، هماهنگ کردن شبکه یکپارچه کتابخانه‌های کشور، تعریف نقش و جایگاه نهادهای سیاست‌گذار در سطوح مختلف و تفکیک نقش سیاست‌گذاری از اجرا در خصوص کتابخانه‌های عمومی است. بدین ترتیب حرکت نهاد کتابخانه‌های عمومی به سمت تنظیم‌گری در نقش سیاست‌گذار و ناظر مسئول، می‌تواند اهداف مورد نظر را تامین نماید. در اینصورت شهرداری در چارچوب نظام یکپارچه خدمات شهری نقش مجری سیاست‌های نهاد را خواهد داشت.

Regulation Rather than Tenure in Policymaking; Case Study: Interaction Pattern of Public Libraries and Municipal Libraries of Tehran Municipality

As a concept that has spread from economics to other fields, Regulation refers to sovereign interventions aimed at the realization of the public interest. The present article focuses on the clarification of the concept of regulation in reforming the policy approach to the status of public libraries. The key question of the research is, from a policymaking perspective, in the conceptual bipolar framework of regulation and tenure, what is the relationship between the public libraries institution and the Tehran municipal libraries (which is a larger set of entities)? In this regard, the research has investigated the structural interaction of Tehran Public Libraries and Municipalities with the theoretical framework of institutionalism and qualitative content analysis method. At present, the public libraries institution is a policy maker, an administrator, and a supervisor of public libraries. In such circumstances, such affairs as obtaining a license and the duty of the municipality to pay half of its revenue to public library associations, which of course refuses to pay, has become a serious challenge between the two institutions. This study argues that even if the institution’s wishes are met, a larger problem persists, and that the institution’s tenure may not give a good prospect of achieving its goals. What the libraries institutions is pursuing is having hundreds of libraries with thousands of executive officer that would then be left out of their policymaking and supervisory duties. The policymaking proposal of the paper is to harmonize the integrated network of national libraries, to define the role and position of policymakers at different levels, and to distinguish the role of policymaking from implementation for public libraries. In this way, the movement of public libraries towards regulation in the role of policymaker and supervisor can serve the intended purpose. In this case, the municipality will play the role of the executor of the institution policies within the framework of the integrated urban services system.
