الگوی تکوین و نقش آفرینی دولت عمیق در ترکیه

در این مقاله با استفاده از تئوری دولت عمیق، نقش و قدرت نظامیان در ترکیه و چگونگی مداخلات آنها در عرصه سیاسی ترکیه تحلیل شده است. سوال پژوهش این است که با توجه به اصلاحات قانون اساسی ترکیه و کاهش نفوذ نظامیان در امور سیاسی، آیا امکان این که نظامیان این کشور بتوانند دوباره بازیگر فعالی در عرصه سیاسی شوند، وجود دارد؟ چارچوب مفهومی پژوهش تئوری دولت عمیق است. یافته‌های پژوهش حاکی از آن است که ارتش هم چنان پتانسیل حضور در عرصه سیاسی و مداخله در امور ترکیه را دارد اما به دلایلی از جمله کاهش مشروعیت، فشارهای خارجی و تعریف و درک جدید از مسائل امنیتی در ترکیه نظامیان دریافته‌اند که مسائل سیاسی باید توسط دولت حل شود نه نظامیان و ستاد ارتش . بر این اساس آنها به دلیل داشتن دشمنان مشترک با آک‌پارتی از جمله نیروهای پ‌ک‌ک و جنبش گولن به صورت ضمنی با اردوغان و دولت آک‌پارتی به ائتلاف رسیده‌اند و با توجه به این‌که اردوغان برای تامین امنیت ملی و مبارزه با دشمنان داخلی و خارجی نیاز به حمایت ارتش دارد و ارتش هم در صورتی که مسائل امنیت ملی و دفاعی کشور از لحاظ آنها مد نظر قرار گیرد، با دولت آک‌پارتی همکاری می کند. روش گردآوری داده ها اسنادی و کتابخانه ای است و تحلیل داده ها به روش تکنیک ردیابی فرایند انجام شده است.

The pattern of the formation and role of the deep state in Turkey

This article analyzes the role and power of the military in Turkey and how they interfere in Turkey’s political arena, using deep stateof theory.
