تبیین عوامل تاثیرگذار بر نقش عمان در ثبات منطقه خلیج‌فارس

منطقه خلیج‌فارس، یکی از حساس‌ترین و بحران‌زا‌ترین مناطق جهان است. در منطقه‌ای با این مشخصه، کشور عمان توانسته است در حفظ ثبات آن نقش ایفا کند. سوال این پژوهش آن است که چه عواملی بر سیاست خارجی عمان در ایجاد ثبات در منطقه خلیج‌فارس تاثیرگذار بوده است؟ فرضیه این پژوهش آن است که عوامل ژئوپلیتیک، عوامل اقتصادی، نقش سلطان قابوس، ثبات داخلی و مذهب، بر جهت‌گیری سیاست خارجی این کشور در شکل اتخاذ سیاست بی‌طرفی مثبت تاثیرگذار بوده و این مهم به‌نوبه خود، باعث نقش‌آفرینی عمان در ایجاد ثبات در منطقه خلیج‌فارس شده است. در این تحقیق از روش توصیفی تحلیلی و در گردآوری اطلاعات از روش کتابخانه‌ای بهره گرفته‌شده است. یافته‌های این پژوهش نشان می‌دهد که کشور عمان در دهه‌های اخیر، با درک اهمیت حفظ ثبات در منطقه، همواره در تلاش بوده است که از گسترش هرگونه تنش و بحران در این منطقه، با استفاده از ابزار‌های دیپلماتیک، جلوگیری کند. این کشور، علیرغم فقدان ابزار‌های مادی قدرت، توانسته است از توان دیپلماتیک و جلب اعتماد دیگر بازیگران منطقه و طرف‌های درگیر در بحران، درزمینة ایجاد ثبات در منطقه خلیج‌فارس ایفای نقش نماید.

Explanation of the factors affecting the role of Oman in the stability of thePersian Gulf region AbstractThe Persian Gulf region is one of the most sensitive and critical regions of the world. In a region with this characteristic, Oman has been able to play a role in maintaining its stability. The question of this research is, “What factors have influenced the foreign policy of Oman on providing stability in the Persian Gulf region?” The hypothesis of this study is that, “Geopolitical factors, Economic factors, the role of Sultan Qaboos, internal stability and religious believes, have influenced the foreign policy orientation of this country in the form of adoption of positive neutrality, and this important issue, for its part, has caused Oman to play a role in stabilizing the Persian Gulf region”. In this research, descriptive – analytical method is used, and library method is used for gathering data. The findings of this study show that, Oman, in recent decades, understanding the importance of maintaining the stability in the region, has always tried to prevent the spread of any tension and crisis in this region, using diplomatic means. This country, has been able to play a role in establishing stability in the Persian Gulf region, through its diplomatic power and gaining the trust of other regional actors and parties involved in the crisis, despite lack of material tools of power.
