واکاوی منشور اقدام ملی و تاثیر آن بر وضعیت سیاسی بحرین

عواملی بسیار، موجب اختلاف میان حکومت و ملت در بحرین شده‌اند؛ یکی از مهم‌ترین آنها «منشور اقدام ملی» است که در زبان عربی «میثاق العمل الوطنی» نام‌دارد. آنچه در عرصه داخلی، زمینه‌های چالش حداکثری را میان مردم و حکومت بحرین فراهم‌آورده، منشور اقدام ملی است؛ حکومت بحرین، مدعی است، طبق این منشور که در سال 2001، مردم آن را پذیرفتند، آنها (مردم بحرین) از امتیازهایی گسترده، بهره‌مند شدند؛ این در حالی‌ است که اکثریت مردم این مجمع‌الجزایر معتقدند که مفاد منشور اقدام ملی با آنچه ازسوی نظام این کشور انجام‌می‌شود، به‌طورکامل تفاوت‌دارد؛ بنابر باور مردم، آنچه در سال 2000 ازسوی شخص پادشاه بیان‌شد و در سال 2001 در منشور اقدام ملی به‌ثبت‌رسید، با آنچه نظام، امروزه در عرصه عمل انجام‌می‌دهد، به‌طورکامل متفاوت است. پرسش اصلی پژوهش، این است که «منشور اقدام ملی چه تاثیری بر وضعیت سیاسی بحرین داشته و چگونه موجب اختلاف میان مردم و حکومت این مجمع‌الجزایر شده‌است؟»؛ برای پاسخ‌گویی به این پرسش، بایستی ابتدا نظام سیاسی بحرین و شرایط سیاسی و اجتماعی جامعه آن را بررسی‌کرده، سپس با واکاوی مهم‌ترین مفاد منشور اقدام ملی، چگونگی اختلاف میان مردم و نظام بحرین را توسط این منشور تبیین‌کرد.پژوهش حاضر با روش توصیفی تحلیل و گردآوری اطلاعات مبتنی‌بر روش کتابخانه‌ای و مصاحبه نخبگانی تبیین‌می‌سازد که اقدام‌های حکومت بحرین در منشور اقدام ملی با هویت دینی جامعه بحرین بسیار تفاوت‌دارد، چراکه حاکم وقت بحرین با تصویب یک‌جانبه قانون اساسی سال 2002، اختیارهایی برای خود تصویب‌کرد که با مفاد منشور اقدام ملی تناقض‌دارد و همین امر، موجب افزایش شکاف اختلافات میان مردم جامعه و حکومت، به‌ویژه در جنبش 14 فوریه سال 2011 شد.

Study of the National Action Charter and its impact on the political situation in Bahrain

Many factors have caused a discrepancy between the government and the nation in Bahrain.One of the most important of these is the "National Action Charter" which is named in the Arabic "Mithaq alʿAmal alVatani",what has exacerbated the challenges in domestic arena between the people and the Bahraini government is the national action charter. This is while the majority of people believe that the provisions of the national action charter are completely different from those of the country's system.According to people, what was said by the King and recorded in the national action charter is completely different from what the system is doing in the realm of action. The main question of the study is how did the national action charter cause disagreement between the people and the government of Bahrain?To answer this question, first have to look at the Bahraini political system and the political and social conditions of the society, and then, by examining the most important provisions of the national action charter, explain the difference between the people and the system by the Charter.The present study,by using a descriptive method for analyzing and collecting information based on the library method and elite interview, explains that the actions of the Bahraini government are very different from the Bahraini religious community and its religious identity,because the Bahraini ruler, with the unilateral adoption of the 2002 constitution,has approved some powers to himself and getting authority which has led to increase the disparity between the people of the society and the government.
