دیپلماسی هوشمند و هم‌گرایی منطقه‌ای: جهان اسلام

نظم‌های منطقه‌ای به‌عنوان یکی از مهم‌ترین حوزه‌های مطالعاتی روابط بین‌الملل مطرح‌اند که به‌شدت تحت تاثیر سازه‌ها و پویش‌های نظام (سیستم) بین‌الملل قراردارند. تحول نظام بین‌الملل به سیستم پیچیده آشوبی، هم‌گرایی منطقه‌ای و دستگاه تحلیلی آن را با واقعیت‌هایی نوین روبه‌روکرده‌است که ادبیات کلاسیک روابط بین‌الملل به آن کمتر توجه‌کرده‌است؛ تغییر سازه سیستم بین‌الملل به سازه شبکه‌ای و دینامیک قدرت آن به قدرت هوشمند از آن جمله است؛ دیپلماسی هوشمند براساس منطق قدرت هوشمند و کارکرد آن در مدیریت نظم‌ها و هم‌گرایی منطقه‌ای ازجمله چنین واقعیت‌هایی است که ادبیات موجود به آن نپرداخته‌است؛ در این راستا هم‌گرایی در جهان اسلام به‌عنوان شبکه منطقه‌ای، فاقد چنین دستگاه تحلیلی است؛ براساس این، پرسش محوری پژوهش حاضر، بر محور چنین واقعیت‌هایی شکل‌می‌گیرد. پژوهش این فرضیه، محوری را مطرح‌می‌کند که دیپلماسی هوشمند براساس قواعد پیچیدگی و آشوب ازجمله سازه شبکه‌ای و همچنین مدیریت دینامیک‌ها، سبب هم‌گرایی و تکامل شبکه‌های منطقه‌ای می‌شود. در شبکه جهان اسلام که با انشقاق‌های سازه‌ای و دینامیک روبه‌روست، دیپلماسی هوشمند شبکه‌ای، راهی برای تحقق هم‌گرایی است. هدف نهایی مقاله، ارائه مدل تحلیلی نوینی است که دیپلماسی هوشمند شبکه‌ای را برای هم‌گرایی و ادغام در نظم‌های منطقه‌ای ازجمله جهان اسلام مفهوم‌سازی‌می‌کند.

Smart Diplomacy: Regional Convergence between Iran and the Islamic World

Foreign policy and diplomacy, as the most important area for managing and guiding national interests in the international system, is one of the most important areas for empowering countries through the creation of patterns of order and formation of regional stability, which, of course, is directly influenced by international system and its developments. The transformation of simple systems into complex systems in postCold War atmosphere and the formation of networks as the main constituent of this system, especially at the beginning of the new century, has led to the emergence of diplomatic networks and their ability to combine and share power, which utilizes the rules of clustering and balancing. It also leads to a kind of convergence in geoculture based on communications and networks so that some of the theorists of international relations has spoken of civilization as a future image of the world. In the meantime, the Islamic Republic of Iran, as one of the most important and most strategic network in the Muslim World which is talking of the idea of ​​the unity of the Islamic world as the heart of its foreign policy, adopts a smart diplomacy and a network approach to achieve a synergy based on its advantages in different clusters. It also prepared the grounds for increasing convergence of the Islamic world through creating the required bases as a tool of this strategy.
