صورت‌ بندی مشارکت سیاسی در نظام سیاسی مشروع؛ رهیافتی قرآنی

مبحث مشارکت سیاسی یکی از مهم‍ترین و ظریف ترین چالش های سیاسی و معرکه آرا هم در ساحت نظر و هم در صحنه عمل در جامعه ایرانی و در دورۀ معاصر به ویژه در نظام جمهوری اسلامی ایران محسوب می‍شود. بر این اساس در پاسخ به پرسش از صورت‍های مشارکت سیاسی در نظام سیاسی مشروع دینی در رهیافت قرآن، فرضیه بر پایۀ چارچوب نظری اشکال و انواع مشارکت سیاسی در علوم سیاسی و روش تفسیر موضوعی قرآن در پی آن است که: انواع مشارکت معطوف به کنش سیاسی حمایت‍گرانه، پرسش‍گرانه، منتقدانه و معترضانه،  انتخاب‍گرانه، تصمیم ‍سازانه، تشکل گرایانه و مشارکت سیاسی منفی/ معارضه جویانه ذیل نظام سیاسی مشروع از اقسام مثبت و منفی مشارکت سیاسی ذیل نظام سیاسی مشروع است. هر کدام از این اشکال نیز مبتنی بر دلایل و شواهدی در قرآن است که نوع منفی آن از دیدگاه قرآن مردود است. لزوم و وجوب مشارکت حمایت‍گرانه از نظام سیاسی مشروع بر پایه آیاتی مانند نفر، جهاد، هجرت و...؛ الزامی بودن عمل به نتیجه قاطعی که از مشورت حاصل می‍شود توسط حاکم شرعی و به ویژه غیر ‍معصوم در امور غیر وحیانی؛ لزوم نقادی، سعه صدر و نقد پذیری؛ و مطلوبیت تسابق و مسابقه دادن در اداره بهتر و قوی‍تر جامعه از یافته های پژوهش است. پژوهش در تدارک تحقیق به نظریه ای تمایل دارد که آن را نظریه مشارکت سیاسی حداکثری مشروط یا واکارگذارانه نام می‍نهد که مردم را صاحب حق سیاسی می‍داند اما فقها را نیز به طور عام و بالقوه منصوب می‍شمارد ولی خروج از قوه به فعل قدرت سیاسی آنان بر اساس پذیرش و انتخاب مردم است و مشارکت سیاسی یک پایه شرعیت نظام سیاسی است. این نظریه می‍تواند برترین ترجمان از مردم سالاری دینی هم باشد.

formulation of political participation in the legitimate political system; quranic approach

the topic of political participation is considered one of the most important and delicate political challenges and debates both in the field of opinion and in the field of action in iranian society and in thecontemporary period, especially in the system of the islamic republicof iran. therefore, in response to the question of the forms of politicalparticipation in the religious legitimate political system in theapproach of the qur'an, the hypothesis based on the theoreticalframework of the forms and types of political participation in politicalscience and the method of thematic interpretation of the qur'anfollows that: types of participation aimed at political action,supportive, questioning, critical and protesting, selective, decisionmaking,organizational and negative/controversial politicalparticipation under the legitimate political system is one of thepositive and negative types of political participation under thelegitimate political system. each of these forms is also based on thereasons and evidences in the qur'an, the negative type of which isrejected from the qur'an's point of view. the necessity of supportingthe legitimate political system based on verses such as nafar, jihad,hijra, etc.; the necessity of acting on the decisive result obtained fromthe consultation by the sharia ruler and especially the non-infallibleone in non-revealed matters; the need for criticism, leadership, andcreditability; and the desirability of competition in better and stronger administration of the society is one of the findings of the research.
