ارزیابی و اولویت بندی علل تاخیر در اتمام پروژه مسکن مهر استان کرمانشاه

هدف اصلی مقاله حاضر، ارزیابی و اولویت بندی برخی از عوامل مرتبط با تاخیر در اتمام پروژه‌ی مسکن مهر استان کرمانشاه می‌باشد. روش تحقیق، پیمایشی که از لحاظ بعد هدف، کاربردی با جامعه آماری شامل کلیه کارشناسان فنی ادارات و مدیران دستگاه های برنامه ریزی و اجرایی استان کرمانشاه مرتبط با پروژه مسکن مهر به تعداد 365 نفر بوده، که با استفاده از فرمول نمونه گیری کوکران، حجم نمونه تعداد 187 نفر تعیین گردید. برای جمع‌آوری اطلاعات از پرسشنامه محقق ساخته استفاده گردید. تحلیل نتایج آزمون رتبه بندی فریدمن نشان داد که در سطح خطای 0.05 ، رتبه‌ بندی عوامل موثر بر تاخیر در اتمام پروژه عمرانی مسکن مهر کرمانشاه از دیدگاه نمونه پژوهش معنادار بوده و نمونه پژوهش رتبه ‌بندی متفاوتی از عوامل موثر بر تاخیر دارند، به طوریکه، عامل هزینه ها و مخارج پروژه با میانگین 4.30 دارای بیشترین میزان و عامل ضعف در اجرای طرح با میانگین 2.35 دارای کمترین میزان است. همچنین، مقایسه میانگین رتبه های عوامل موثر بر تاخیر در اتمام پروژه عمرانی مسکن مهر کرمانشاه نشان داد که بالاترین میانگین رتبه (8.40) به عامل هزینه ها و مخارج پروژه در نمره ‌دهی اختصاص دارد. از نگاه سیاست گذاری و با توجه به آنکه کلیه این عوامل را می توان در گروه عوامل مدیریتی جای داد لزوم بازنگری در تیم مدیریتی برای کاهش زمان تاخیر در اتمام پروژه مسکن مهر ضروری است.

the main purpose of this article is to evaluate and prioritize some factors related to the delay in the completion of the mehr housing project in kermanshah province. the research method is a survey which, in terms of the objective dimension, is applied to the statistical population including all technical experts of departments and managers of planning and executive bodies of kermanshah province related to the mehr housing project with the number of 365 people, which using cochran’s sampling formula, the volume a sample of 187 people was determined. a researcher-made questionnaire was used to collect information. the analysis of the results of the friedman ranking test showed that at the error level of 0.05, the ranking of the factors affecting the delay in the completion of the mehr kermanshah housing construction project is significant from the point of view of the research sample, and the research sample has different ratings of the factors affecting the delay, so that the factor of project costs and expenses with an average of 4.30 has the highest amount and the factor of weakness in project implementation with an average of 2.35 has the lowest amount. also, the comparison of the average ratings of the factors affecting the delay in the completion of the mehr kermanshah housing construction project showed that the highest average rating (8.40) is assigned to the factor of project costs and expenses in grading. from the point of view of policy making and considering that all these factors can be included in the group of management factors, it is necessary to review the management team to reduce the delay in the completion of the mehr housing project.
