مدیریت راهبردهای عملیاتی جهت استاندارد سازی تصمیمات پیمانکاران در پروژه‌های ساخت

یکی از مهم‌ترین مسائل کارفرمایان و مدیران ارشد سازمان‌های پروژه محور، ارزیابی عملکرد پروژه‌های سازمان و رتبه‌بندی پروژه‌ها براساس شاخص‌های کاربردی در طول اجرای پروژه است. نبود نظام ارزیابی و کنترل در یک سیستم به معنای عدم شناخت عیوب عملکرد پیمانکاران در حین اجراست که خود باعث ضررهای زمانی، کیفی و اقتصادی است. هدف از این پژوهش شناسایی و مقایسه راهبردهای رایج عملیاتی جهت استاندارد سازی تصمیمات پیمانکاران در پروژه‌های ساخت می‌باشد. این ارزیابی از طریق اولویت بندی راهبردهای عملیاتی پیمانکاران ساخت در راستای بهبود عملکرد آنها صورت میگیرد. در این تحقیق با مطالعه و برسی مقالات علمی از پایگاههای معتبر و مصاحبه با مدیران شرکتهایی که راهبردهای عملیاتی پیمانکاران را تدوین و اجرا می‌کنند، پرسشنامه طراحی می شود. سپس پرسشنامه میان عوامل اجرایی شرکت‌های پیمانکاری پخش شده و آنها بر اساس طرح 2 فرضیه، فاکتورهای مورد نظر را نمره دهی می کنند. جواب بدست آمده با استفاده‌های از نرم افزارهای آماری وزن‌دهی و تحلیل خواهد شد. سپس فاکتورهای منتشر شده پیرامون راهبردهای عملیاتی اولویت بندی می شوند. نتایج نشان می دهد که راهبرد حوزه مدیریت کارهای اضافی پیش آمده در پروژه در رتبه اول و در رتبه‌های بعد به ترتیب سایر راهبردها شامل عملکرد پیمانکاران، مدیریت منابع و مدیریت ذینفعان قرار دارند. همچنین تمامی فاکتورهایی که در پرسشنامه طراحی شد، ویژگی‌های منتشر شده پیرامون راهبردهای عملیاتی رایج از نظر دسته بندی تصمیم گیری می باشد. در تحلیل های صورت گرفته فاکتورها دارای ارزش مورد قبولی بوده و نمیتوان هیچ کدام از آنها را حدف نمود.

Managing operational strategies to standardize contractors’ decisions in construction projects

In One of the most important issues of projectoriented employers and senior managers is evaluating the performance of the organization’s projects as well as ranking the projects based on applied indicators during project implementation. The lack of a system of method in a system means not knowing the contractors’ work defects during execution, which in itself causes time, quality and economic losses. The purpose of this study is to identify and compare current operational strategies to standardize contractors’ decisions in construction projects. In this research a questionnaire is designed by studying and reviewing scientific articles from databases and interviewing executives of companies that formulate and execute contractors’ operational strategies. Then, the questionnaire is distributed among the executives of the contractor firms and they score the factors according to the two hypotheses. The answer will be weighted and analyzed using statistical software. The published factors are then prioritized around operational strategies. The results show that the strategy of managing the additional work done in the project is in the first place and in the next rankings respectively of the other strategies including contractor performance, resource management and stakeholder management.Also, all the factors that were designed in the questionnaire are the published characteristics regarding the common operational strategies in terms of decision categorization. In the analysis, the factors have an acceptable value and none of them can be ruled out.
