موانع تشریک مساعیِ مطلوب بخش دولتی و غیردولتی در پروژه های ساخت، بهره‌برداری و انتقالِ آزادراهی ایران

پژوهش حاضر به ارائه‌ی مدل آسیب‌شناسی فرآیند تشریک مساعیِ بخش دولتی و غیردولتی، به عنوان یکی از عوامل کلیدی موثر بر عملکرد پروژه با استفاده از روش تحقیق چندموردی و با بهره‌گیری از ابزار نظریه داده‌بنیاد برای تجزیه و تحلیل داده‌ها می‌پردازد. این پژوهش، به دنبال یافتن رانه های کیفیت تشریک مساعی در اجرای پروژه‌هایی است که سیستم تحویل آنها از گونه bot می‌باشد. این رانه‌ها شامل شرایط علّی، ساختارها، فرآیندها، و سازوکارهای کنشگرانِ تشریک مساعی بخش دولتی و غیردولتی خواهد بود. بر این اساس در ابتدا با مرور ادبیات، رویکرد کشورهای توسعه‌یافته و در حال توسعه و نحوه تعامل طرفین مشارکت در بسترهای مختلف بررسی می‌شود. سپس با رجوع به مورد‌های موفق و ناموفق در تشریک مساعی بین طرفین مشارکت از بخش دولتی و غیردولتی و انجام مصاحبه با افراد مختلف از سطوح مدیریتی متفاوت از دو بخش دولتی و غیردولتی، شرکت در جلسات کمیته شرکت‌های سرمایه‌گذار در ساخت آزادراه‌های ایران و یادداشت‌برداری از مشاهدات خود از نحوه‌ی گفتگو، رفتار و تعامل طرفین مشارکت، داده‌های مورد نیاز جهت کاربست نظریه داده‌بنیاد جمع‌آوری می‌شود. آن‌گاه از طریق تجزیه و تحلیل داده‌ها، مدل آسیب‌شناسی فرآیند تشریک مساعی مشارکت بین بخش دولتی و غیردولتی در پرو‌ژه‌های آزادراهی از گونه‌ی bot تدوین و ارائه می‌شود. بر اساس نتایج پژوهش حاضر، فقدان احترام، عدم پوشش ریسک، و عدم تصمیم‌گیری مشترک شرایط علی پدیده‌ی تشریک مساعی نامطلوب را تشکیل می‌دهند. در نهایت ضمن مقایسه‌ی یافته‌های پژوهش با ادبیات موجود، پیشنهادات اجرایی جهت کاهش آسیب‌ها و ارتقاء تشریک مساعی موجود ارائه می‌شود.

Obstacles to Public and Nongovernmental Collaboration in BOT Freeway Projects in Iran

The present study aims at presenting the pathological model of the process of collaboration between the public and nongovernmental sectors as one of the key factors affecting project performance utilizing multicase research method as well as the grounded theory for data analysis. This research tries to find quality partnerships for implementing projects that are delivered by BOT. These drivers will include the causal conditions, structures, processes, and mechanisms of actors involved in publicprivate partnerships. In this regard, at first step, by reviewing the literature, the approach of developed and developing countries, and the way, in which, the parties engage in different contexts are investigated.Then, the required data is collected to be used in the grounded theory by referring to the successful and unsuccessful cases in collaboration between the governmental and nongovernmental sections, and conducting interviews with different individuals from different levels of management from both sectors, attending meetings of the committee of investment companies in the construction of Iranian freeways and memorization from our observations of how the dialogue, behavior and interaction of the parties. Then, by analyzing the acquired data, the Pathology Model of the collaborative process between public sector and nongovernmental sector in BOT freeway projects is developed.According the obtained results in this study, the lack of respect, risk coverage, and joint decision making constitute the phenomenon of undesirable partnership. Finally, while comparing this research findings with those existing in the literature, executive suggestions are made to reduce challenges and promote existing collaborative efforts.
