شاکلۀ مفهومی ارزشی اخلاق زمامداری و حکمرانی از منظر علی‌بن‌ابی طالب (علیه السلام) (مبتنی بر تحلیل محتوای عهدنامۀ مالک اشتر نخعی )

مقالۀ حاضر در نظر دارد از خلال تحلیل شاکلۀ مفهومی ارزشی نامۀ امیرالمومنین علی (علیه‌السلام) به مالک اشتر نخعی، موسوم به عهدنامۀ مالک اشتر، مفاهیم پایه، اصول، شاکله و ساختار اخلاق زمامداری و حکمرانی را از منظر معارف اسلامی استخراج و ارائه نماید. از این‌رو، با استفاده از روش تحلیل محتوا، نخست، گزاره‌های اخلاقی پایه را در آن تشخیص داده و سپس اقدام به مفهوم‌گیری از آن‌ها نموده است. با این کار مفاهیم ارزشی سازندۀ بدنۀ منظومۀ اخلاق زمامداری و حکمرانی مشخص می‌شوند. در گام بعد، سعی نموده به طبقه‌بندی موجود میان آن مفاهیم با توجه به ابعاد هستی‌شناختی حیات انسان و جامعه از منظر معارف اسلامی بپردازد؛ و در مرحلۀ بعد، شاکله و ساختار ارزشی اخلاق زمامداری و پیوندهای نظریِ ابعاد مختلف آن را مورد توجه قرار داده است. در ادامه، مولفه‌ها و اصول بنیادین اخلاقیِ دخیل در منطق تعاملات اجتماعی را از منظر عهدنامۀ یادشده استخراج کرده است. با این کار اولویت‌های ارزشی در تعاملات دولت اسلامی و مردم مشخص‌شده‌اند. در خاتمه نیز به برخی از مهم‌ترین مبانی منطق تعاملات اجتماعی در حوزۀ اخلاق زمامداری و حکمرانی در عرصۀ سیاست و اخلاق توسعه اشاره نموده است.

Value conceptual structure of the ethics of leadership and governance from the perspective of Ali ibn Abi Talib (PBUH) (based of analysis of the content of the Amir al-Mo’menin Ali (pbuh)’s command to Malik Ashtar Nakhaei (may God have mercy on him))

The present article intends to extract and present the basic concepts, principles and structure of the ethics of leadership and governance from the perspective of Islamic teachings by analyzing the conceptual structure of Amir alMo’menin Ali (pbuh)’s command to Malik Ashtar Nakhaei, known as the Malik Ashtar Pact. Therefore, by using the method of content analysis, it first identifies the basic moral propositions in it and then proceeds to make conceptualization of them. In this way, the value concepts of the the system of ethics of leadership and governance are identified. In the next step, this article, tries to classify the existing concepts according to the ontological dimensions of human life and society from the perspective of Islamic knowledge; And in the next stage, it has considered the formation and value structure of the ethics of governance and the theoretical connections of its various dimensions. In the following, it has extracted the basic moral components and principles involved in the style of social interactions from the perspective of the Malik Ashtar Pact. By doing so, value priorities in the interactions of the Islamic State and the people have been identified. In conclusion, it pointed out some of the most important principles of the style of social interactions in the field of leadership ethics and governance in the field of development policy and ethics.
