ارائه چارچوب اجرای موفق خط‌مشی‌های کمیته ملی پارالمپیک

مقدمه: هدف پژوهش، ارائه چارچوب اجرای موفق خط‌مشی‌های کمیته ملی پارالمپیک جمهوری اسلامی با رویکرد ساختاری تفسیری بود.روش: روش تحقیق، توصیفی-پیمایشی و به لحاظ هدف کاربردی بود. داده‌های تحقیق به صورت میدانی و به شیوه آمیخته (کیفی و کمی) جمع‌آوری شد. نمونه کیفی، شامل 15 نفر از خبرگان بودند که به صورت غیرتصادفی و هدفمند انتخاب شدند. جامعه آماری در بخش کمی، شامل مسئولین و کارشناسان کمیته ملی پارالمپیک ایران و روسای فدراسیون‌های رشته‌های ورزشی پارالمپیکی، برابر با 66 نفر بودند که به دلیل محدود بودن اعضا، به صورت تمام شمار به عنوان نمونه انتخاب شدند. ابزار تحقیق، پرسشنامه محقق ساخته بود که روایی محتوایی آن توسط اساتید مدیریت ورزشی و پایایی آن ضمن بررسی و تایید کدگذاری توسط دو کدگذار به‌غیر از گروه تحقیق، با آزمون آلفای کرونباخ تایید شد (0.89=α). برای ساختاردهی مولفه‌ها از مدل ساختاری تفسیری استفاده شد.یافته: یافته‌ها نشان داد 41 شاخص در قالب 12 مولفه‌ بر اجرای موفق خط‌مشی‌های کمیته ملی پارالمپیک اثرگذار است و مولفه‌ها در پنج سطح ساختاردهی شدند. مولفه‌های تعاملات و همکاری‌ها، منابع انسانی و منابع مالی در قاعده مدل قرار گرفتند.بحث و نتیجه گیری: می‌توان گفت وجود زیرساخت‌های لازم برای همکاری میان سازمانی در اجرای خط‌مشی‌ها، انسجام بین سازمانی، مشارکت فدراسیون‌های پارالمپیکی در تصمیم‌گیری‌ها، جذب، توانمندسازی و حفظ منابع انسانی فنی و کیفی‌سازی کاروان پارالمپیکی، جذب امکانات و منابع و استفاده بهینه از اعتبارات، دستیابی به دیگر مولفه‌های اجرای خط‌مشی‌های کمیته ملی المپیک و توسعه ورزش‌های پارالمپیکی تسهیل خواهد شد.

providing a framework for the successful implementation of the policies of the national paralympic committee

introduction: the aim of the research was to provide a framework for the successful implementation of the policies of the national paralympic committee of the islamic republic of iran with an interpretative structural approach.method: the research method was descriptive-survey and practical in terms of purpose. the research data was collected in the field and in a mixed (qualitative and quantitative) way. the qualitative sample included 15 experts who were selected non-randomly and purposefully. the statistical population in the quantitative section, including the officials and experts of the national paralympic committee of iran and the presidents of the federations of the paralympic sports disciplines, were equal to 66 people, who were selected in full as a sample due to the limited number of members. the research tool was a researcher-made questionnaire, the content validity of which was confirmed by sports management professors and its reliability was confirmed by cronbach's alpha test (α=0.89) while checking and confirming the coding by two coders other than the research group. an interpretative structural model was used to structure the components.findings: the findings showed that 41 indicators in the form of 12 components have an effect on the successful implementation of the policies of the national paralympic committee and the components were structured in five levels. the components of interactions and collaborations, human resources and financial resources were included in the base of the model.discussion and conclusion: it can be said that there is the necessary infrastructure for inter-organizational cooperation in the implementation of policies, inter-organizational coherence, participation of paralympic federations in decision-making, attracting, empowering and maintaining technical human resources and improving the quality of the paralympic convoy, attracting facilities and resources and optimal use of credits. the achievement of other components of the implementation of the policies of the national olympic committee and the development of paralympic sports will be facilitated.
