تدوین برنامۀ عملیاتی توسعۀ نظام سلامت با رویکرد تربیت بدنی و ورزش

هدف از تحقیق حاضر، تدوین برنامۀ عملیاتی توسعۀ نظام سلامت با رویکرد تربیت بدنی و ورزش، جهت اجرای استراتژی‌های مدون حاصل از تحقیق است. روش استفاده‌شده توصیفی است و این تحقیق با توجه به موضوع در حیطۀ مطالعات استراتژیک و از لحاظ هدف از نوع تحقیقات کاربردی است. جامعۀ آماری تحقیق مدیران ارشد، کارشناسان آگاه به فعالیت‌های تربیت بدنی حوزۀ ستادی وزارت بهداشت و مدیران تربیت بدنی دانشگاه‌های علوم پزشکی بود. نمونۀ آماری تحقیق 94 نفر بودند که به‌علت محدود بودن جامعۀ آماری به‌صورت هدفمند انتخاب شدند. ابزار تحقیق، پرسشنامه‌های باز و بسته بود. روایی پرسشنامه توسط چند تن از استادان و پایایی پرسشنامه بسته با استفاده از آزمون آلفای کرونباخ و با ضریب 0.93 تایید شد. برای اولویت‌بندی قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدها از آزمون فریدمن و از ماتریس ارزیابی هریک از عوامل داخلی و خارجی، جهت تعیین جایگاه استراتژیک توسعۀ نظام سلامت با رویکرد تربیت بدنی و ورزش، استفاده شد. یافته‌های تحقیق پس از تجزیه‌وتحلیل و تشکیل ماتریس ارزیابی هریک از عوامل داخلی و خارجی، نشان داد که جایگاه استراتژیک توسعۀ نظام سلامت با رویکرد تربیت بدنی و ورزش در منطقۀ تدافعی (wt) قرار داشت و استراتژی‌های لازم جهت حفظ و ارتقای سلامت از طریق ورزش تدوین شد. سپس در جلسات راهبردی، برنامه‌های عملیاتی، جهت اجرای استراتژی‌های ارائه‌شده، تدوین شد. نتایج نشان داد برای اینکه برنامۀ استراتژیک به‌طور موثری اجرا شود، باید به فعالیت‌های قابل درک در سطح عملیاتی تبدیل شود. با این حال، در مراحل بعد این برنامه‌ها باید با انتخاب الگویی مناسب، چگونگی، زمان، مسئول و منابع مورد نیاز آنها مشخص و در برنامه‌های سالیانه لحاظ شوند.

Designing Health System Development Action Plan with a Physical Education and Sport Approach

The aim of this study was to design health system action plan development with a physical education and sport approach to implementing the codified strategies derived from this research. The research method was descriptive and applied in terms of objectives. The statistical population was included senior managers, knowledgeable experts in physical education activities of the headquarters of the Ministry of Health and physical education managers of medical universities. The statistical sample was 94 subjects who were chosen purposefully due to the limited statistical population. The research tools were open and closed questionnaires. The validity of the questionnaire was verified by some of the professors and the reliability of the closed questionnaire was confirmed by Cronbach's alpha test and coefficient (0.93). To prioritize strengths, weaknesses, opportunities, and threats, the Friedman test and the evaluation matrix of the internal and external factors were used to determine the strategic position of health system development with a physical education and sport approach. After analyzing and formulating the evaluation matrix of the internal and external factors, finding indicated that the strategic position of development of the health system with a physical education and sport approach was in the defensive zone (WT) and the strategies necessary to keep up and upgrade Health was developed through exercise. Then, according to the strategies at the strategic meetings, to implement the proposed strategies operational plans were developed. In order for an effective strategic plan to be implemented, it must become an operationally understandable activity. However, at a later stage, these programs should be identified by selecting the appropriate model, how, time, responsibility, and resources they need and be included in annual programs.
