تدوین الگوی مدیریت فساد در ورزش ایران

هدف پژوهش حاضر تدوین الگوی مدیریت فساد در ورزش ایران بود. تحقیق حاضر به لحاظ روش، کیفی و از نظر هدف کاربردی بوده که با رویکرد نظریه داده بنیاد و به شیوه گلیزر انجام شد. نخست، از طریق مطالعات اولیه، فهرست مقدماتی عوامل فساد شناسایی شد. سپس به روش نمونه گیری نظری و گلوله برفی مصاحبه های نیمه‌ساختاریافته ای با 15 نفر از نخبگان آگاه به موضوع پژوهش تا رسیدن به اشباع نظری انجام شد. کیفیت یافته‌ها با استراتژی‌های ممیزی پژوهشی و آزمون اسکات تائید شد. مدل برخاسته از داده ها شامل چهار بخش اصلی بود. بخش مرکزی مدل اشکال عمده فسادهای ورزشی را در دو دسته فساد مالی و اخلاقی نشان می‌داد. عوامل موثر در بروز فساد ورزشی شامل عوامل سیاسی، ساختاری، اجتماعی فرهنگی و اقتصادی بودند. راهکارهای مقابله‌ای با فساد ورزشی شامل راهکارهای قانونی، توسعه فناوری اطلاعات، توسعه دانش و آگاهی و توسعه مسئولیت اجتماعی بود. در نهایت پیامدهای فساد ورزشی در چهار گروه اثرات عملکردی بر ورزش، اثرات اجتماعی فرهنگی، اثرات مالی و اثرات بر ذینفعان دسته‌بندی شدند. نتایج موید ماهیت پیچیده و طیف وسیع اعمال فساد آمیز در ورزش بود و مدل ارائه‌شده می‌تواند برای درک، کنترل و مدیریت فساد در ورزش مورد استفاده دستگاه های سیاست‌گذار ورزش کشور قرار گیرد.

Developing a Model of Corruption Management in Iran's Sports

The purpose of this study was to develop a model of corruption management in Iran rsquo;s sport. The present study was applied in terms of method, qualitative and in terms of purpose, which was done with the approach of the data theory of the foundation and in the way of the Glaser (1992). First, through preliminary studies, the Preliminary List of Corruption Factors was identified. Then, semistructured interviews with 15 knowledgeable elites were conducted on the subject of research to achieve theoretical saturation through theoretical sampling and snowball. The quality of the findings was confirmed by the theory verification strategy and Scott test. The proposed model consists of four main sections. The central section of the model represented major forms of corruption in sport, in particular, financial and ethical corruption. Factors affecting the sport corruption included four categories of political, structural, sociocultural and economic factors. Coping strategies of sport corruption include legal solutions, IT development, knowledge development and social responsibility development. Finally, the consequences of sport corruption were categorized in four groups include functional impacts on sport, sociocultural, financial impact, and impacts on stakeholders. The results confirm the complex nature and wide range of corruption in sport, and the proposed model can be used to understand, control and manage the corruption in sport used by national policymakers and sports organizers.
