جایگاه نمایندۀ ویژه دبیرکل در نظام ملل متحد و نقش آن در تحولات افغانستان

سازمان ملل متحد برای پاسداری از صلح و امنیت بین‌المللی در جهان و سایر اهداف مندرج در منشور تاسیس شده است. این سازمان علاوه بر ارکان و نهادهای تابعۀ خود از نهاد نمایندۀ ویژۀ دبیرکل در راستای اهداف خود، به‌ویژه در حفظ صلح و امنیت بین‌المللی بهره برده است. نهاد نمایندۀ ویژه، مخصوصاً پس از فعالتر شدن سازمان ملل متحد سهم بزرگی را در امر میانجیگری و صلح‌سازی ایفا کرده است. بیشترین فعالیت‌ها و ایفای نقش سازمان ملل متحد در بحران چندین دهۀ افغانستان نیز از مجرای نمایندۀ ویژۀ دبیرکل انجام شده است. از این‌رو در این تحقیق، مفهوم، وضعیت، جایگاه و مبانی حقوقی این نهاد در نظام ملل متحد تحلیل، و نقش آن در قضایای افغانستان به‌ویژه در امر صلح‌سازی و استقرار حکومت جدید و نقش مهم آن در هدایت اقدامات سازمان ملل و هماهنگ‌سازی  فعالیت‌های جامعۀ جهانی در افغانستان بررسی شده است.

The position of the special representative of the UN Secretary General and its role in Afghanistan’s course of events

The United Nations was established as an international organization to guard international peace and security in an ununited world. Among its subordinate institutions and agencies, the U.N. has also taken advantage of the Special Representative of the SecretaryGeneral to avert threats against peace and settle conflicts. The Special Representative has played a key intervening role in bringing peace especially after the unipolarization of the world. The measures undertaken by the U.N. throughout the prolonged crisis and chaos in Afghanistan has been mainly through the U.N. Secretary General#039;s Special Representative. This dissertation aims to explicate and analyze the legal principles and status of the U.N. Secretary General#039;s Special Representative in Afghanistan before and after the 9/11, particularly its pivotal role in establishing a new government and coordinating the world community contributions.
