معرفی نظام‌های انتخاباتی با محوریت کمیسیون‌های تخصصی برای پارلمان ‏‏(با تمرکز بر ضرورت اصلاح نظام انتخاباتی مجلس شورای اسلامی)‏

عملکرد ضعیف پارلمان در قانونگذاری و نظارت، اصلاح نظام انتخاباتی را به‌عنوان راهکاری کلیدی مطرح می‌کند. این پژوهش با رویکردی تطبیقی، به بررسی این موضوع می‌پردازد که آیا نظام انتخاباتی فعلی ابزار لازم برای اجرای صحیح قانونگذاری و نظارت را فراهم می‌کند؟ چه نظام انتخاباتی با در نظر گرفتن مولفه‌های نمایندگی، کارایی و تناسب جمعیت، شرایط را برای بهبود قانونگذاری و نظارت مهیا می‌سازد؟ در این باره، ابتدا به بررسی عوامل موثر بر ارتقای قانونگذاری و نظارت پرداخته، نظام انتخاباتی فعلی ایران ارزیابی شده و در انتها نظام‌های انتخاباتی تخصص‌محور و فرمول‌های مختلف آن معرفی می‌شوند. این پژوهش با روش توصیفی-تحلیلی و به‌کارگیری روش‌های آماری، اطلاعات و منابع موجود را توصیف و تحلیل می‌کند تا به ارائۀ تحلیلی از ضرورت اصلاح نظام انتخاباتی برسد. بر این اساس نظام انتخاباتی فعلی ایران به‌دلیل تمرکز بر حوزه‌های انتخاباتی جغرافیایی، کارایی لازم را در انتخاب نمایندگانی با تخصص و تجربۀ کافی برای انجام وظایف قانونگذاری و نظارت ندارد. با توجه به اصل نمایندگی و برای حل مشکل پراکندگی حوزه‌های انتخاباتی در نظام فعلی، پیشنهاد می‌شود از روش فرمول انتخابات بر پایۀ کمیسیون‌های تخصصی و حوزه‌های کنونی استفاده شود. این روش ضمن حفظ اصل نمایندگی، کارایی نظام انتخاباتی را ارتقا می‌بخشد.

the weak performance of parliament in legislation and oversight presents electoral reform as a key solution. this research, using a comparative approach, examines whether the current electoral system provides the necessary tools for effective legislation and oversight. what electoral system, considering the components of representation, efficiency, and population proportionality, creates conditions for improving legislation and oversight? to address this, the study first explores the factors influencing the enhancement of legislation and oversight, evaluates the current electoral system in iran, and finally introduces specialized electoral systems and various formulas. this research employs a descriptive-analytical method and utilizes statistical techniques to describe and analyze existing information and resources, aiming to provide an analysis of the necessity for electoral reform. accordingly, the current electoral system in iran lacks the efficiency needed to elect representatives with sufficient expertise and experience for legislative and oversight duties due to its focus on geographical electoral districts. considering the principle of representation and to resolve the issue of the dispersion of electoral districts in the current system, it is suggested to use an electoral formula based on specialized commissions and current districts. this method enhances the efficiency of the electoral system while preserving the principle of representation.
