چالش تاریخی تحقق حق بر دموکراسی: مناقشه نظری نخبه‌گرایان

دموکراسی یکی از پرتکرارترین و دیرپاترین نظریه‌های حقوقی، سیاسی و اجتماعی بشر است که از سرآغاز زایش تاکنون همواره موافقان و مخالفان خود را داشته است. از یک نوع نظام سیاسی تا اینک که با وجود همه مخالفت‌ها به‌عنوان یک حق از میان حق‌های بشری در منظومه حقوق بشر به رسمیت شناخته شده است، نزاع با دموکراسی بیش‌وکم همیشه از سوی خاستگاه‌های گوناگون جریان داشته است که آن را به‌سبب تاریخی با صعوبت تحقق مواجه ساخته است. از جمله منازعان دموکراسی، نخبه‌گرایان هستند. پرسش اساسی تحقیق حاضر به واکاوی ابعاد نظری این مخالفت باز می‌گردد و فرضیه پژوهش ناظر بر دشواری تاریخی دموکراسی و تحقق حق بر آن است که با نزاع نظری از سوی برخی از نخبه‌گرایانِ متقدم و متاخر در مخالفت با آن استدلال کرده‌اند. برآمدِ کار، سختی راه فراروی دموکراسی و تحقق حق بر آن در برابر استدلال‌های این دسته از منازعان اندیشه‌ای را می‌نمایاند.

the historical challenges of realizing the right to democracy: the theoretical disputes of the elits

democracy is one of the oldest social, political and legal theories of mankind which has always seen its opponents and proponents. from a type of political system to a human right despite all the oppositions, the theoretical disputes over democracy has always persisted in different schools of thought which in turn has exposed the realization of democracy with serious challenges. of the theoretical opponents of democracy, one can refer to the elitism. the present study will address the theoretical aspects of such opposition by elitists, based on the hypothesis of the historical challenges of democracy and the realization of the right to democracy which has been argued by certain conventional and modern elitists. the conclusion of the study shows the challgnges faced by democracy on the path of its realization and the right to democracy versus the arguments raised by its opponents.
