امکان‌سنجی حکمرانی خوب به‌عنوان راهبرد پلیس

به موازات و برای توسعۀ حقوق شهروندی، پلیس نیازمند راهبردی جدید است؛ راهبردی که رابطه‌اش با شهروندان را بهینه سازد، با دموکراسی سازگار باشد و ظرفیت ارتقای حقوق بشر را داشته باشد و صرف‌نظر از اوصاف یک نظام حقوقی خاص، در هر فضای دموکراتیکی، قابل اعمال باشد. روش پژوهش حاضر توصیفیتحلیلی است، به این ترتیب که مولفه‌های حکمرانی خوب (مشارکت‌پذیری، وفاق‌گرایی، مبارزه با فساد، شفافیت، حاکمیت قانون، انصاف، پاسخگویی، کارامدی و اثربخشی) به‌اجمال تعریف می‌شوند و با رویکردی تطبیقی هریک از مولفه‌ها، به‌عنوان متغیر مستقل، در جایگاه راهبرد پلیس، به‌عنوان متغیر وابسته، امکان‌سنجی و شاخص‌یابی می‌شود. نتیجۀ پژوهش نشان می‌دهد اصول حکمرانی خوب قابلیت اعمال به‌عنوان راهبرد پلیس را دارد و با رویکردهای نوین پلیس، مانند پلیس اجتماع‌محور، پلیس پیش‌گیرنده و پلیس مسئله‌محور، هماهنگ است؛ ولی تنها در صورتی دموکراسی و حقوق شهروندی را، به‌عنوان فلسفۀ حاکم بر پلیس، تامین و تضمین می‌کند که اصول آن، همزمان و بدون تقدم و تاخر ارزشی اعمال شوند. مطالعۀ قوانین و مقررات نشان می‌دهد رویکرد فعلی پلیس ایران، نتیجه‌گراست؛ اعمال مولفه‌های فرایندمحور حکمرانی خوب، ضمن بهینه‌سازی رابطۀ پلیس و جامعه، تضمینی برای پذیرش عمومی اقدامات و تصمیمات و اجرای کم‌هزینه‌تر آن و در نهایت افزایش بازدهی پلیس است.

Feasibility of Good Governance as a Policing Strategy

The purpose of this paper is to suggest a new policing strategy that improves the policecitizen relationship, is compatible with democracy and has the capacity to promote human rights, and is applicable to any democratic environment regardless of the specific legal system. The methodology of this research is descriptiveanalytical in that the elements of good governance (participation, consensus, anticorruption, transparency, rule of law, equity, accountability, efficiency and effectiveness) are briefly defined, while each element is evaluated as an independent variable in relation to policing strategy as a dependent variable. Moreover the indicators of each element are found and their feasibility is studied. The result of this study shows that good governance elements can be applied as policing strategy and are compatible with new approaches to policing, such as communitybased policing, preventive policing and problembased policing. If these elements are applied at the same time, without undue preference or delay, democracy and civil rights will improve. The relevant laws and regulations show that the Iran’s police force is resultoriented; applying processoriented elements of good governance, which  optimize policecommunity relations, guarantees public acceptance of police actions and decisions, and ultimately enhances its efficiency.
