حمایت از حقوق کودکان در چارچوب عملکرد کمیسیون تحکیم صلح سازمان ملل متحد

اهمیت مراعات حقوق کودکان در فرایندهای صلح‌سازی برای رسیدن به صلح پایدار این سوال را ایجاد می‌کند که آیا کمیسیون تحکیم صلح سازمان ملل متحد به‌عنوان نماد و نهاد صلح‌سازی، به حقوق کودکان و نقش برجسته آن در تحقق صلح توجه داشته است؟ هدف این پژوهش، روشن ساختن چرایی لزوم توجه به حقوق کودکان در فرایند صلح‌سازی و میزان توجه کمیسیون تحکیم صلح به این موضوع است. مقاله، با بهره‌گیری از مطالعات پیشین و گزارش‌های متعدد سازمان ملل متحد، به ارائه ارتباط منطقی میان این دو متغیر پرداخته و برای ارزیابی عملکرد کمیسیون به تحلیل گزارش‌های آن پرداخته است. تحلیل داده‌ها موید توجه کمیسیون به برخی از حقوق کودکان است که البته این توجه به‌دلیل درنظر گرفتن نقض حقوق کودکان به‌عنوان یکی از علل درگیری نیست، بلکه ناشی از آثار گسترده مخاصمات بر آنهاست.

Protection of the Children’s Rights within the Framework of the United Nations Peacebuilding Commission

The importance of respecting children’s rights in peacebuilding processes to achieve a sustainable peace raises the question of whether the UN Peacebuilding Commission, as the responsible organ for peacebuilding affairs of the UN, has taken into account children’ rights and the key role of this issue in the realization of peace? The purpose of this study is to clarify the need to pay more attention to children’s rights in peacebuilding processes. The article has dealt with the presentation of a reasonable relationship between these two variables by utilizing previous studies and several United Nations reports and has analyzed the reports to investigate the commission performance. The data analysis indicates the attention of commission to some of the children’s rights. Of course, this attention is not due to considering the violation of children’s rights as one of the causes of conflict, but because of the widespread effects of the conflict on them.
