نظام حقوق بشر اتحادیۀ اروپا در تعاملات فراملی؛ از نظر تا عمل

نهادینه‌سازی حقوق بشر در اتحادیۀ اروپا و به‌ویژه درسیاست خارجی و فراملی از جمله سیاست‌های اعلامی اتحادیۀ اروپا است.در این مقاله با روش توصیفی تحلیلی درصدد پاسخگویی به این پرسش هستیم که آیا اقدامات و ابزار حقوق بشری اتحادیۀ اروپا به‌صورت یکپارچه و خارج از پیچیدگی اعمال می‌شود و یا اینکه اتحادیۀ اروپا دچار یک عدم شمولیت و یکپارچگی شده است.به دلیل ارزش شدن حقوق بشر در اتحادیه، تمامی سازوکارهای این سازمان به‌نحوی خود را درگیر مسئلۀ حقوق بشر کرده‌اند؛ به‌صورتی که به‌جای خلق نظام منسجم و یکدست در این زمینه، قوانین و بازیگران جدیدی به آن وارد شده است که موجب پیچیدگی سازوکارهای درگیر در آن می‌شود. همچنین ابزارها و دیپلماسی سیاسی اروپا در زمینۀ تعاملات فراملی تنها یک ابزار سیاسی نیست، بلکه اتحادیۀ اروپا مجبور است در تعاملات فراملی و ابزارهای سیاسی خود از رویکرد و الزامات حقوقی نیز استفاده کند.
