جایگاه کشورهای ذره‌ای در ارکان اصلی سازمان ملل متحد

بررسی جایگاه کشورهای ذره‌ای در ارکان اصلی نظام ملل متحد و میزان سهم و نقش آن‌ها در تامین بودجۀ سازمان، موضوع این مقاله است. در این تحقیق، کشورهای ذره‌ای به دولت‌‌هایی اطلاق می‌‌شوند که دارای جمعیتی کمتر از 500 هزار نفر یا آنکه مساحت آن‌‌ها کمتر از 1000 کیلومتر مربع است. در مجموع 31 کشور دارای خصایص و ویژگی‌‌های ذکرشده هستند. هرچند موسسان جامعۀ ملل و سازمان ملل متحد، علاقۀ چندانی به عضویت دولت‌‌های ذره‌‌ای در سازمان نداشتند و حضور آن‌‌ها را به‌منظور تامین منافع و اهداف سازمان، مفید تلقی نمی‌‌کردند، اما به‌تدریج این رویه تغییر کرد و این دولت‌‌ها به‌‌ویژه در دهۀ 1990 به سازمان ملل پیوستند، زیرا اعتقاد بر آن بود که همۀ دولت‌‌ها چه کوچک و چه بزرگ می‌‌توانند به هدف اصلی سازمان که همانا تامین صلح و امنیت بین‌‌المللی است کمک رسانند. با وجود این، حضور دولت‌‌های ذره‌‌ای در ارکان مهم سازمان همچون شورای امنیت بسیار کم بوده است، اما برخی دول ذره‌‌ای در تامین هزینه‌‌های سازمان در سال 2016 مشارکت بیشتری نسبت به دولت‌‌های پرجمعیت و پهناور داشته‌‌اند.

The Position of Microstates in the Main Organs of the United Nations

Studying the position of Microstates in the Main Organs of the United Nations and their contribution in the budget of the UN, is the subject of this article. In this article, Microstates refers to states that either have a population of less than 500 thousand people and their width is less than 1,000 square kilometers. The abovementioned features and characteristics can be found in 31 countries. Although the founders of the League of Nations and the United Nations, had shown little interest in the admission of microstates to the organization, approaches gradually has been changed. During 1990s, microstates joined the United Nations because at the time it was believed that all governments both small and large can help to attain the main objective of the organization which may lead to peace and international security. However, the presence of microstates in the main organs of the UN, including the Security Council is rare. On the other hand, the microstates members of the United Nations have participated more than regular states in financing of the costs of the UN.
