ظرفیت‌ها و الگوهای قابل‌اجرا در نظام اداری ایران به‌منظور کاربست الگوی مدیریت دولتی نوین

مدیریت دولتی نوین، شاخه‌ای جدید در دانش مدیریت است که بر ارتقای مولفه‌ها و عناصر مدیریتی در سازمان‌ها تمرکز دارد. بنیان اصلی این اندیشه بر ارائه الگوهایی تازه جهت ایجاد ساختارمندنمودن بیش‌تر نظام اداری و دست‌یابی به یک حقوق اداری بالنده استوار است. با توجه به آثار چشمگیر الگوی »مدیریت دولتی نوین « بر نحوه حکمرانی در جهان امروز، این پژوهش با روشی توصیفی‌تحلیلی به دنبال یافتن پاسخی برای چیستی ظرفیت‌ها و الگوهای قابل‌اجرا در نظام اداری ایران و هم‌چنین، بررسی زمینه‌های مناسب به‌منظور کاربست الگوی مذکور است. ردپای آموزه‌های مدیریت نوین دولتی در ایران را در دو سطح سیاست‌گذاری و اجرایی می‌توان مشاهده کرد. سیاست‌های کلی اصل 44 قانون اساسی به تمرکززدایی و خصوصی‌سازی اقتصاد توجه داشته و فراتر از مرحله هنجاری و مقررات‌گذاری، به نهادسازی نیز تعمیم یافته است. برای مثال، شورای رقابت در توسعه استانداردهای مدیریت نوین دولتی و تنظیم بازارکنشگری مهم محسوب می‌شود. وجوه نوین مدیریتی و قواعد ویژه سطح اجرایی را نیز در قوانین و مقررات اداری، بالاخص قانون مدیریت خدمات کشوری، می‌توان مشاهده نمود. هم‌چنین، همان‌گونه که اصل سوم قانون اساسی بر ایجاد نظام اداری صحیح و حذف تشکیلات غیرضرور تاکید دارد، فهم مدیریت عمومی نوین می‌تواند زمینه اصلاح ساختاری هنجاری در نظام حقوق اداری ایران را فراهم سازد.

Applicable Capacities and Models in the Iranian Administrative System to apply the new public management model

New public management is a new branch of management that has focused on promoting management science aspects. This idea is based on presenting new patterns to design frameworks in administrative system and achieving a developing administrative law. The main question that was raised and examined in this article is how the capacities and applicable models in the Iranian administrative system can be evaluated in order to apply the new public management model. In the Iranian administrative law system, the new public management doctrine can be seen at both levels of policy making and executive layer. For instance, the emphasis of the General Policies of Article 44 of the Iranian Constitution on the decentralization and privatization of the economy has not only stopped at the normative and regulatory stage, but has been extended to institutionalization. As the Competition Council is a clear example, it is an important actor in the development of new public management and market regulation. The executive level can be seen in administrative regulations, especially the Civil Service Management Act. Also, according to the third principle of the Constitution to creating a proper administrative system and eliminating unnecessary organization, understanding the new public management can lead to structuralnormative reform in the Iranian administrative law system.
