بررسی وضعیت سیاست‌گذاری عمومی و خط‌مشی‌‌گذاری دولت در دوره‌های آموزشی مهارتی در ایران

یکی از وظایف اصلی دولت‌ها، اعمال سیاست‌گذاری است. دولت‌ها وظایف گوناگونی را مطابق قانون برعهده دارند؛ اما باتوجه به اینکه در بعضی از موارد، ورود پیدا نمی کنند یا نباید ورود یابند، بعضی از آن وظایف را با صلاحدیدی به بخش‌های دیگر واگذار می‌کنند. دولت‌ها می‌کوشند با تنظیم قواعد و مقررات و تدوین سیاست‌ها، نقش مدیریتی را به عهده بگیرند. دوره‌های آموزشی مهارتی، کلید توسعه پایدار در هر کشور است و در حال حاضر، اهمیت خاص آن بر کسی پوشیده و پنهان نیست. در کشور ما نیز ارائه‌دهندگان آموزش و متولیان تربیت مهارتی و فنی در سطوح مختلف، بسیار متنوع و گسترده هستند. وجود یک نظام منسجم و پویا در حوزه دوره‌های آموزشی و تربیت مهارتی حرفه‌ای به همراه یک نهاد هماهنگ‌کننده، از الزامات تضمین کیفیت و ارتقای جایگاه آن در کشور است؛ باوجود تاکید بر جایگاه آن، همچنین تشکیل نهاد هماهنگ‌‌‌کننده؛ تشکیل یک نظام کارآمد متناسب ضروری به‌نظر می‌رسد. این پژوهش با هدف بررسی نهادهای سیاست‌گذار و خط‌مشی‌گذار در حوزۀ دوره‌های آموزشی مهارتی، به ‌‌‌دنبال توصیف وضعیت کنونی آنها و ارائه اولویت‌بندی از نهادها و دستگاه‌های سیاست‌گذار در این حوزه است. روش تحقیق از نظر هدف کاربردی، و نحوۀ گردآوری داده‌های توصیفی از نوع پیمایشی است. برای رتبه‌بندی نهادها از تکنیک دلفی و آزمون تی استفاده شده است. نتایج این پژوهش حاکی از آن است که از بین کلیه نهادهای مورد بررسی، هفت‌ نهاد خط‌مشی‌گذار موثر بر دوره‌های آموزشی مهارتی در کشور از دیدگاه خبرگان تعیین گردید.

Study the Status of Public Policy and Policy Making in Training – Skills Courses in Iran

One of the main tasks of governments is to implement policy. Governments have a variety of responsibilities under the law. However, due to the fact that in some cases, they do not enter or should not enter, some of them delegate those tasks to other departments at their own discretion. Governments try to assume a managerial role by setting rules and regulations and formulating policies. Skills training courses are the key to sustainable development in any country and at present its special importance is not hidden from anyone. In our country, training providers and those in charge of skills and technical training at various levels are very diverse and extensive. Existence of a coherent and dynamic system in the field of training and vocational training courses with a coordinating institution is one of the requirements for quality assurance and promotion of its position in the country. Despite emphasizing its position and also forming a coordinating institution, forming a system. Proportionally efficient, it seems necessary. This study aims to review the policymaking institutions and policymakers in the field of skills training courses, seeks to describe their current situation and prioritize policymaking institutions and agencies in this field. And in terms of how to collect data is a descriptive survey type. Delphi technique and ttest were used to rank the institutions. The results of this study indicate that among all the studied institutions, seven policymaking institutions affecting skill training courses in the country were determined from the perspective of experts.
