بررسی عناوین پایان‌نامه‌ها و رساله‌های مدیریت دولتی و تطبیق آن‌ها با سیاست‌های کلّی نظام اداری کشور

نظام اداری ابزار کار و ماشین اجرایی دولت است. نظام اداری، دیدگاه ها و رویکردهای علمی دولت را در سطح عملیاتی محقق کرده و با استفاده از سازوکارهای فنی تلاش می کند انتظارهای جامعه و مردم را تامین کند. چنانچه کشوری در نظام اداری خود دارای انسجام و کارآمدی لازم باشد، این انسجام و کارآمدی به صورت کل نگر بر سایر مسائل پرتو افکنده و آن ها را تحت تاثیر خود قرار داده و راه پیشرفت را در همه امور هموار خواهد کرد؛ بنابراین، پژوهش با هدف بررسی عنوان های پایان نامه ها و رساله های مدیریت دولتی و تطبیق آن ها با سیاست های کلّی نظام اداری کشور در 4 دانشگاه: علامه طباطبائی (ره)، تربیت مدرس، تهران و پردیس فارابی قم، صورت پذیرفت؛ پژوهش از نظر هدف کاربردی بوده و از روشِ تحلیل محتوای کیفی با مراجعه به 1400 پایان نامه و رساله در مقاطع ارشد و دکتری در رشته مدیریت دولتی انجام شده است. جامعه آماری تحقیق تمام شمار است و هر 1400 اثر که مربوط به یک بازه زمانی 16 ساله (8 سال قبل از ابلاغ سیاست ها و 8 سال بعد از ابلاغ سیاست ها) هستند، مورد تحلیل قرار گرفته اند؛ پس از تحلیل محتوای عناوین پایان نامه ها و رساله ها و با توجه به کدگذاری اولیه ای که بر روی بندهای 26 گانه سیاست های نظام اداری به عمل آمد، بند 15 (دولت الکترونیک)، بیشترین فراوانی را به خود اختصاص داده و بند 18 (شفاف سازی و آگاهی بخشی به مردم) کمترین فراوانی را داراست که در مجموعِ پایان نامه های دفاع شده، 1136 پایان نامه (81%) منطبق با بندهای 26 گانه سیاست های نظام اداری کار شده اند؛ از این رو انتظار می رود با توجه به پتانسیلی که در دانشگاه های برتر وجود دارد، در راستای بهبود نظام اداری، اهتمام بیشتری نسبت به ارائه راهکارهای عملی از سوی جامعه علمی به دولت و دستگاه های دولتی ارائه شود و دولت نیز با کاربست و پذیرش این راه حل ها به کارآمدی هرچه بیشتر نظام اداری کمک کند.

Study of Titles of Theses and Treatises of Governmental Management and Its Adaptation To The General Policies of the Administrative System of the Country

The administrative system is the government's tool of work and machinery. The administrative system realizes the government's scientific attitudes and attitudes at the operational level and tries to ensure the expectations of society and people through the technical mechanisms. If a country has the necessary coherence and efficiency in its administrative system, this coherence and effectiveness will blur the other issues and affect them and pave the way for progress in all matters; Therefore, this research was carried out with the aim of studying the titles of theses and treatises of public administration and their adaptation to the general policies of the administrative system of the country in 4 universities: Allameh Tabataba'i (RA), Tarbiat Modares, Tehran and Farabi Camp Qom; The research is applied to the target and qualitative content analysis method has been done by referring to 1400 theses and theses in senior and doctorate levels in the field of public administration. The statistical population of the study is fullscale, and every 1400 works that are related to a 16year period (eight years before the policy is communicated and eight years after the policy is communicated) have been analyzed; After analyzing the contents of the titles of theses and treatises and taking into account the initial coding on the 26th paragraph of the policies of the administrative system, Article 15 (egovernment) was the most frequent And Paragraph 18 (transparency and awareness of the people) has the lowest frequency, of which, in total, defended theses, 1136 theses (81%) are consistent with the 26 articles of the policy of the administrative system; Hence, it is expected that in view of the potential of the higher universities, in order to improve the administrative system, more attention will be paid to providing practical solutions from the scientific community to the government and government agencies, and the government will work with the implementation and acceptance of these solutions. The more the administrative system helps.
