سنت و تغییر در نظام‌های خدمت کشوری غربی

نظام خدمات کشوری بخش اصلی و محوری نظام »اداره عمومی « هر کشور است. نظام اداره عمومی، ذیل سنت دولت یا الگوی حکمرانی در هر کشور شکل می گیرد. به دلیل تفاوت های نهادی تاریخی، فرهنگی و الگوی حکمرانی مخصوص، نظام های خدمت کشوری غربی با وجود مشابهت ها، دارای ویژگی های متمایزی هستند که مبنای دسته بندی آنها به دو گروه نظام های انگلیسی امریکایی و نظام های اروپایی قاره ای شده است. نظام خدمت کشوری در این کشورها مجموعه ای است از ساختارها، قوانین و مقررات و نیروی انسانی که نسبت آنها با مقامات سیاسی، جامعه مدنی و شهروندان، دیوان سالاری ویژه ای را شکل می دهد که در چارچوب آن، مفهوم و گستره خدمت کشوری و حقوق و تکالیف مستخدمان تعیین و در بستر تحولات داخلی و بین المللی دچار تغییر می شود. این مقاله، به شیوه ای تحلیلی توصیفی درپی یافتن مبانی و منابع این سنت و تغییر در نظام های خدمت کشوری در کشورهای غربی است.

Tradition and Change in western civil service systems

Civil service is a main and central institution of public administration. Public administration is a component of more encompassing state traditions or governance styles. For institutionalhistorical, cultural differences and unique style of governance, western single civil service systems in spite of similarities, have characteristics that separate them into two groups of Anglo American and continental systems. System of civil service of these countries is a set of institutions, rules and provisions and personnel that in terms of style of relations with political authorities, civil society and citizens makes a unique special bureaucracy that defines concept and extend of civil service and rights and duties of employees and transforms in context of domestic and international developments.
