تبیین روش‌شناسی تحلیل ذی‌نفعان و کاربرد آن در خط‌مشی‌گذاری عمومی

هدف پژوهش در حوزه خط مشی گذاری، بررسی مسائل سیاستی به منظور ارائه توصیه های علمی و عملیاتی به خط مشی گذاران است. پژوهش سیاستی به دنبال بررسی عوامل موثر بر سیاست ها و تاثیر سیاست ها بر محیط و جامعه است و در این زمینه از روش های مختلفی بهره می گیرد. تحلیل ذی نفعان یکی از این روش هاست که بر وارد کردن نظرات ذی نفعان در فرآیند خط مشی گذاری تاکید می کند و این امر نقش مهمی در ارتقای فرآیند تصمیم گیری، اجرای سیاست ها و طرح های مصوب، مشروعیت بخشی به مسائل موردنظر و تقویت همکاری بین سازمان های دولتی و جامعه دارد. خط مشی گذاری عمومی دارای محیط بسیار پیچیده ای متشکل از کنشگران مختلف (از موافق تا مخالف) است. تحلیل طیف گسترده ای از ذی نفعان با منافع و سطح قدرت متفاوت مستلزم استفاده از یک چارچوب روش شناسی جامع و منعطف است. پیچیدگی محیط خط مشی گذاری عمومی و تعدد بازیگران این حوزه ایجاب می کند که تحلیلگران سیاست، مجهز به رویکردهای روش شناسی مناسب باشند. روش تحلیل ذی نفعان با تاکید بر شاخص امکان پذیری سیاست های عمومی، نقش مهمی برای معادله و روابط قدرت میان بازیگران مختلف در این زمینه قائل است. در این پژوهش با پرهیز از تکیه بر ابعاد نظری تحلیل ذی نفعان، سعی شده ابزارهای کاربردی برای استفاده از این روش در تحلیل سیاست های عمومی تبیین شوند. در این میان با توجه به نقش روزافزون نرم افزارهای علمی در تحلیل سیاست های عمومی جهت افزایش دقت و سرعت انجام تجزیه وتحلیل داده های جمع آوری شده، نرم افزار policy maker به عنوان ابزاری پیشرفته برای تحلیل ذی نفعان معرفی و مزایای آن تبیین شده است.

Methodological Study of Stakeholder Analysis and its Application in Public Policy-making

The purpose of this research is to study policy issues and providing operational and scientific guidelines for policy makers. Policy research methods examine the factors influencing public policy and the impacts of policies on society and environment, using different methods to reach this end. Stakeholder analysis is one of these methods that emphasizes on comments of stakeholders to be taken into account in the policy making process. This can play an important role in enhancing the decisionmaking process, implementing the approved policies and plans, legitimizing issues, and strengthening cooperation between government agencies and the society. Public policymaking relates to very complicated environments consisting of various activists at both negative and positive poles. An analysis of a wide range of stakeholders with different interests and power levels requires a comprehensive and flexible methodology framework. Stakeholder analysis method, with an emphasis on feasibility indicators of public policies, plays an important role in the power equation and relations among the various actors in this field. Avoiding theoretical aspects of stakeholder analysis, this research has tried to apply the practical tools of this method to analyze public policies. Regarding the increasing role of scientific software in the fast and precise analysis of public policy data, policy maker software has been introduced as an advanced tool for stakeholder analysis and its benefits have been explained.
